Raipur: The two-day Chhattisgarh Commons Convening 2026 was inaugurated at the Tribal Research and Training Institute (TRTI), Sector-24, Naya Raipur, under the “Promise of Commons” initiative. The event, supported by the Tribal Development Department, brought together more than 300 participants including policy experts, panchayat representatives, researchers, and community members.
The conference highlights centered on tribal empowerment, sustainable management of common natural resources, and stronger coordination between governance frameworks like PESA and FRA.
Commons Are Central to Tribal Empowerment: Key Statement by Principal Secretary
Principal Secretary of the Tribal Development Department, Sonamani Bora, emphasized that shared natural resources—commonly referred to as “commons”—are deeply linked with the empowerment of tribal communities.
He highlighted that water, forests, land, culture, environment, and heritage are interconnected with commons-based governance systems. Reiterating the philosophy of “minimum government, maximum governance,” he noted that local communities play the most critical role in effective policy implementation.
Task Force Planned for PESA and FRA Coordination
A major announcement during the conference was the proposal to form a dedicated task force to improve coordination between:
- Panchayat (Extension to Scheduled Areas) Act (PESA)
- Forest Rights Act (FRA)
The objective is to ensure smoother policy integration and more effective implementation of development schemes in tribal regions across the state.
Officials indicated that the initiative aims to strengthen decentralized governance and protect community rights over natural resources.
Emphasis on Commons Land: 70 Lakh Acres Under Discussion
The conference highlighted that approximately 70 lakh acres of commons land in Chhattisgarh—including forests, grasslands, and water bodies—serve as a lifeline for rural and tribal populations.
Key discussions focused on:
- Sustainable management of commons resources
- Community-led conservation models
- Strengthening collective stewardship of land and water
- Protecting ecological balance through traditional knowledge systems
Experts stressed that community participation is essential for long-term preservation of these resources.
Cultural Heritage and Indigenous Knowledge in Focus
The event placed strong emphasis on preserving tribal culture and indigenous knowledge systems. The opening session featured inspiring addresses by Padma Shri awardees and cultural figures including:
- Jageshwar Yadav
- Pandiram Mandavi
- Laxmi Sori
Speakers underlined the importance of documenting folk traditions, indigenous musical instruments, and oral heritage for cultural preservation and intellectual property protection.
Special Studio Planned for Tribal Heritage Documentation
A key proposal announced during the conference includes the establishment of a dedicated heritage studio. The facility will focus on:
- Documentation of folk songs and tribal music
- Preservation of indigenous instruments and sound traditions
- Digital archiving of cultural expressions
- Intellectual property and copyright protection of tribal knowledge
The initiative aims to balance modernization with cultural preservation and safeguard indigenous identity in a rapidly globalizing world.
Policy Dialogue to Continue with Senior Leadership Participation
The conference schedule also includes high-level participation from state leadership:
- Vikas Sheel will join policy dialogue sessions on April 10
- The valedictory session will be attended by Tribal Development Minister Ramvichar Netam
