New Delhi: The Ministry of Coal convened a stakeholder consultation at the SCOPE Complex in New Delhi on Tuesday to deliberate the creation of a sector-specific Corporate Social Responsibility (CSR) framework tailored for Indian coal companies. The meeting brought together senior officials from the Ministry, executives from key public sector coal firms — including Coal India Limited, NLC India Limited, and Singareni Collieries Company Limited — as well as representatives from private coal enterprises.
Why a Dedicated CSR Framework?
Currently, coal-sector PSUs operate under the CSR mandates defined by the Companies Act, 2013, the Companies (CSR Policy) Rules, 2014, and guidelines issued by the Department of Public Enterprises (DPE). While coal PSUs have long been active in sectors like healthcare, education, environmental protection, sanitation, and sports, the inclusion of private players has prompted calls for a tailored CSR framework to ensure uniform and sustainable practices across the sector.
Focus on Convergence, Measurement, and Local Relevance
Speaking at the consultation, Additional Secretary Rupin Brar emphasized the importance of aligning CSR, welfare, and sustainability initiatives. She urged companies to quantify their social and environmental impact and obtain “green credits”, while ensuring that their work addresses genuine local community needs.
Brar also advocated for partnerships with credible third-party agencies for needs assessments and impact evaluations. She encouraged coal enterprises to share best practices, coordinate their CSR efforts, and improve communication to raise public awareness of their social contributions.
Stakeholder Inputs and Recommendations
The consultation saw active participation from both public and private sector entities, who broadly welcomed the Ministry’s initiative and offered insights to refine the framework. Key suggestions included:
- Prioritizing community needs in CSR planning
- Ensuring transparency, accountability, and rigorous impact measurement
- Aligning CSR initiatives with global sustainability standards such as BRSR, GRI, and the SDGs
- Establishing Standard Operating Procedures (SOPs) for CSR budgeting
- Ensuring asset sustainability, i.e., long-term maintenance of CSR-built infrastructure
- Strengthening the capabilities of implementing agencies
- Deploying effective outreach and communication strategies

The consultation marks a significant milestone in the Ministry’s efforts to sculpt a robust, sector-aligned CSR framework for coal companies.
