Dehradun: The Uttarakhand government has proposed developing an information technology (IT) park or business park on approximately 35.7 acres of land belonging to Bengal Immunity Limited at Balawala in Dehradun. The industrial unit has remained closed for nearly three decades.
Chief Minister Pushkar Singh Dhami has written to Union Health and Family Welfare and Chemicals and Fertilizers Minister J. P. Nadda, requesting the transfer of the land to the state government for industrial and commercial use.
According to the report, Nadda has directed the concerned department to take the matter forward. The Department of Pharmaceuticals has subsequently begun processing the proposal. However, the transfer of the land and final approval for the proposed park are still pending.
State Seeks Transfer of 35.7 Acres for Industrial Development
The Balawala property has remained unused following the closure of the industrial unit. Financial liabilities and insolvency proceedings involving the company have reportedly prevented the land from being put to use.

The Uttarakhand government is now exploring the possibility of developing the site as a centre for industrial and commercial activities.
The proposed development could take the form of an IT park or a business park. The final nature of the project, the activities it would accommodate and the number of companies that could operate there have not yet been determined.
The state government expects the project, if approved and implemented, to attract investment and create employment opportunities. However, the number of jobs and the scale of investment have not been specified.
Dhami Writes to Union Minister J. P. Nadda
Chief Minister Pushkar Singh Dhami has requested the Union government’s assistance in transferring the land to Uttarakhand.
Following the letter, Nadda reportedly instructed the relevant department to proceed with the necessary steps. The matter has since moved to the Department of Pharmaceuticals for further processing.
The proposal remains subject to the required central approvals and completion of the land-transfer process.
Road Connectivity Plan Includes Proposed Four-Lane Elevated Corridor
The state government is also examining ways to improve access to the proposed development site.
According to the Industries Department, a proposal has been made to connect the land with the planned Lachhiwala–Thano four-lane elevated road over the Song River.
An initial allocation of ₹1 crore has been released for preliminary work related to the survey and preparation of the Detailed Project Report (DPR).
The plan includes examining the possibility of providing a direct connection to the national highway network. The proposed road link is part of the preparatory work associated with improving access to the site.
Project Awaits Land Transfer and Final Approval
The proposed IT or business park is part of the Uttarakhand government’s effort to explore industrial uses for long-unused land in Dehradun.
For the project to proceed, the central government must approve the land-transfer proposal and the transfer process must be completed. The final development plan, including the park’s facilities and proposed activities, will depend on subsequent decisions.
Until those steps are completed, the project remains a proposal rather than an approved or operational IT park.
