New Delhi: In a major move to empower women and promote education, Delhi Chief Minister Rekha Gupta extended Holi greetings to the residents of the national capital and announced the launch of the Delhi Lakhpati Beti Scheme. The program is designed to provide financial security and educational support to girls from birth until graduation, with each girl receiving ₹61,000 at graduation and approximately ₹1.25 lakh at maturity.
The initiative reflects the Delhi government’s commitment to women’s empowerment, education, and economic security, while continuing its promise of welfare schemes like free LPG cylinders and Pink Cards for women.
Holi Greetings and Welfare Announcements
During the Holi event and in interactions with journalists, CM Rekha Gupta highlighted several key achievements and announcements:
- Delivery of free LPG cylinders to women under government welfare schemes
- Distribution of Pink Cards to female residents, enabling free travel on DTC buses
- Launch of the Delhi Lakhpati Beti Scheme, targeting education and financial empowerment
“We extend Holi greetings to all residents of Delhi. Our government has fulfilled the promise of free cylinders, provided Pink Cards to sisters, and today launched a scheme that ensures our daughters become financially secure and empowered,” CM Gupta said.

Delhi Lakhpati Beti Scheme: Financial Security for Girls
The Delhi Lakhpati Beti Scheme provides structured financial support for girls from birth to graduation. Key features include:
- At Graduation: ₹61,000 deposited into each eligible girl’s account
- At Maturity: Total benefits reaching approximately ₹1.25 lakh
- Focus on education, mobility, and domestic empowerment
- First phase benefits under the Laadli-Laadli Program distributed to 30,000 girls via DBT, totaling ₹90 crore
The scheme is intended to encourage higher education, provide financial security, and empower girls in Delhi.
Women-Centric Initiatives and Smart Card Benefits
CM Rekha Gupta also highlighted other welfare measures aimed at women and transgender residents:
- Saheli Pink Smart Card – Provides free travel on DTC buses, metro, and regional transit under the National Common Mobility Card (NCMC) framework.
- Free LPG Cylinder Scheme – Provides two cylinders annually for ration card holder families during Holi and Diwali.
- Meri Poonji Mera Adhikar – Additional welfare initiative for women’s financial empowerment.
The Saheli Pink Smart Card will be issued at approximately 50 DM/SDM offices and select DTC centers, linked with Aadhaar and the beneficiary’s mobile number for verification. The card supports cashless, touch-free travel across Delhi’s public transport system.
Strengthening Women’s Empowerment and Education
CM Gupta emphasized that the government’s initiatives aim to touch three major aspects of life – education, mobility, and domestic empowerment. By combining financial support, smart travel solutions, and women-focused programs, the Delhi government is ensuring that:
- Girls receive financial and educational assistance
- Women enjoy greater mobility and independence
- Families and communities benefit from holistic welfare schemes
The first phase of the Laadli-Laadli program already identified 30,000 girls and transferred funds directly to their accounts, marking a strong step towards inclusive development.

These four major initiatives – Saheli Pink Smart Card, Free LPG Cylinder Scheme, Delhi Lakhpati Beti Scheme, and Meri Poonji Mera Adhikar – demonstrate the Delhi government’s commitment to holistic, women-centric welfare.
