New Delhi: The upcoming DGP/IGP Conference, chaired by Prime Minister Narendra Modi, will focus on emerging threats including white-collar terror modules, new patterns of radicalisation, Naxalism, and the potential use of artificial intelligence in crime and terror prevention.
The annual conference, organised by the Union Ministry of Home Affairs (MHA), brings together the country’s top police leadership, intelligence heads, and investigative officials alongside the PM and Home Minister. This year, it will be held at Nava Raipur, Chhattisgarh, from November 28 to 30, 2025.
Key Discussion Points: Terror, Radicalisation, and AI
Law enforcement and intelligence agencies are preparing detailed notes on:
- White-collar terror modules and rising radicalisation trends, particularly among educated operatives.
- Recent Delhi blast on November 10, which killed 13 people, highlighting the involvement of professionals like doctors in terror plots.
- The potential use of armed drones and rockets in future attacks.
A senior officer noted, “The involvement of highly educated operatives and sophisticated tools has left police agencies unsettled and emphasizes the need for proactive strategies.”

Uniform Protocols and Safety Concerns
The deaths of nine police personnel and injuries to 32 others in Jammu and Kashmir, caused by mishandling explosives and absence of a uniform national protocol, underscores the urgent need for pan-India standard operating procedures (SOPs) for handling explosives and terror-related operations.

The PM is expected to review the year-long performance and achievements of all law enforcement agencies, discuss key learnings, and outline future strategies to strengthen national security.
