New Delhi: In a significant round of bureaucratic decisions, the Department of Personnel and Training (DoPT) has issued multiple orders covering fresh appointments, tenure extensions and one premature repatriation involving officers from the IAS, ICAS, IA&AS, IRAS, IRS and ISS services. The latest orders affect key positions under the Ministries of Home Affairs, MSME, Consumer Affairs, Environment, Agriculture, the Prime Minister’s Office and the Registrar General’s office.
The orders include deputation-based appointments under the central staffing scheme, Appointments Committee of the Cabinet (ACC) extensions, and one officer’s return to parent cadre for promotion benefits.
Anupam Raj Appointed Integrated Financial Advisor in Assam Rifles
Anupam Raj, a 2013-batch officer of the Indian Civil Accounts Service (ICAS), has been appointed as Integrated Financial Advisor (IFA) at the Deputy Secretary level in Assam Rifles, Shillong.
According to the DoPT order, his appointment has been approved on deputation basis under the Ministry of Home Affairs for four years from the date of assumption of charge or until further orders.

The IFA position plays a critical role in:
- expenditure scrutiny
- budget approvals

Sandeep Dabur Appointed Joint Development Commissioner in MSME Framework
Sandeep Dabur, a 2014-batch officer of the Indian Audit and Accounts Service, has been appointed as Joint Development Commissioner (Deputy Secretary level) in the Office of Development Commissioner, New Delhi.
He was recommended for central deputation by the Comptroller and Auditor General of India.
The Office of Development Commissioner functions under the Ministry of Micro, Small and Medium Enterprises and supports:
- MSME policy execution
- cluster development
- industrial support programmes
- entrepreneurship promotion
His tenure has been approved for four years.
Ved Prakash Mishra Gets One-Year Extension in Environment Ministry
Ved Prakash Mishra will continue as Joint Secretary in the Ministry of Environment, Forest and Climate Changefor one more year.
The ACC approved extension of his deputation beyond March 31, 2026, up to one additional year or until further orders.
He has held this position since March 31, 2021, and his original five-year deputation tenure was ending this year.
The extension ensures continuity in:
- environmental policy administration
- climate governance
- forest regulatory coordination
Sanjiv Narain Mathur Repatriated to Parent Cadre for Promotion
Sanjiv Narain Mathur, currently serving as Additional Secretary and Financial Advisor in the Ministry of Agriculture and Farmers Welfare, has been prematurely repatriated to his parent cadre.
According to the DoPT order, the repatriation has been approved to enable him to avail promotion benefits.
He had assumed the present post on November 9, 2024.
Ruchi Sharma Appointed Director in Consumer Affairs
Ruchi Sharma, a 2012-batch Indian Statistical Service officer, has been appointed as Director in the Department of Consumer Affairs.
She was recommended by the Ministry of Statistics and Programme Implementation.
Her appointment under the central staffing scheme is for five years.
The Department of Consumer Affairs oversees:
- consumer protection policy
- essential commodity monitoring
- pricing regulation
- grievance systems
Mitali Namchoom Also Appointed Director in Consumer Affairs
Mitali Namchoom has also been appointed as Director in the Department of Consumer Affairs for five years.
Currently, she serves as Director, Women and Child Development in the Delhi government.
Recommended by the Department of Home Affairs, her appointment strengthens senior-level administrative capacity in the department.
Mangesh Ghildiyal Gets PMO Extension Till 2027
Mr Ghildiyal will continue as Director in the Prime Minister’s Office till March 31, 2027.
He joined the PMO in October 2020 as Under Secretary, later rising to:
- Deputy Secretary
- Director
His deputation had already received a six-month extension earlier and has now been extended by another year.
This ensures continuity in a sensitive administrative position within the PMO.
Sunil Kumar Gets One-Year Extension as Additional Registrar General
Sunil Kumar has been granted a one-year extension as Additional Registrar General in the Office of the Registrar General and Census Commissioner, India.
- The extension takes effect beyond May 7, 2026.
- He has served in this office since August 2024.
Before this, he completed a five-year deputation as Joint Secretary in the Ministry of Petroleum and Natural Gasbetween 2019 and 2024.
His present tenure had already been counted as part of a combined seven-year deputation ending May 2026, now extended further.
