New Delhi: Electronics Corporation of India Limited (ECIL), a Central Public Sector Enterprise (CPSE) under the Department of Atomic Energy, has signed a landmark Memorandum of Understanding (MoU) with M/s PROENGIN SAS, France, to facilitate in-house manufacturing of advanced portable chemical warfare agent detectors in India. The agreement was formalized at a ceremony attended by senior officials from both organizations.
Focus on Indigenous Manufacturing and Strategic Solutions
The MoU aims to enable the indigenous production of Flame Photometry based Portable Chemical Warfare Agent Detectors (FPD-based detectors) and Threat Detection Hub (TDH) boxes. These state-of-the-art devices are critical for detecting and responding to chemical, biological, radiological, and nuclear (CBRN) threats, reinforcing India’s capabilities in strategic defense and security sectors.
Dr. Anesh Kumar Sharma, OS and Director (Technical) of ECIL, and Mr. Emmanuel Delsart, Vice-President of PROENGIN SAS, exchanged the MoU, which was officially signed by Commodore Neeraj Uday, VSM (Retd), General Manager (HSS & SED), ECIL, and Mr. Delsart on behalf of PROENGIN SAS. The ceremony was also attended by Proteek Kumar Chakraborty, Director (Finance), ECIL, Sh. Raghavendra Rao, General Manager of PROENGIN SAS, and other senior officials from ECIL.

Strengthening CBRN Capabilities and Collaboration
Under the agreement, both parties will collaborate to enhance business cooperation and provide comprehensive CBRN systems and solutions. The partnership will focus on two primary areas:
- Indigenous manufacturing of TDH boxes and FPD-based chemical detectors.
- Business development, knowledge sharing, and capacity building in the area of CBRN technologies.
The collaboration is expected to leverage ECIL’s multi-disciplinary expertise in strategic electronics and PROENGIN SAS’s international experience in chemical detection, contributing to the development of advanced defense and security technologies within India.
