Election Commission Issues Clarification on Transfer & Posting of Officers for General Elections 2024

In a recent development, the Election Commission of India has issued a clarification regarding the transfer and posting of officers in light of the upcoming General Election to the House of the People (Lok Sabha) in 2024.
Referring to its previous instructions dated December 21, 2023, and February 23, 2024, the Election Commission emphasized the transfer and posting of officers including District Election Officers (DEOs), Deputy DEOs, Returning Officers (ROs), Assistant ROs (AROs), as well as Range ADGs, IGS, DIGs, SSPs, SPs, Additional SPs, Deputy SPs, and Circle Officers (or equivalent rank police officers).
The clarification outlines that officers completing a tenure of three years within the last four years in the same Parliamentary Constituency or districts shall be subject to transfer. Furthermore, it stipulates that ROs and AROs should not be posted in their respective Home Districts’ Parliamentary Constituencies to ensure impartiality and fairness in the election process.
In an exemption clause, the Election Commission noted that states/Union Territories with up to five Parliamentary Constituencies would be exempted from the transfer directive issued on February 23, 2024.
The Election Commission has called for immediate compliance with these directives, urging Chief Secretaries and Directors General of Police (DGP) of the concerned states to submit the necessary compliance reports without delay.
