Former IAS trainee Puja Khedkar, who was accused of forgery, cheating, and misrepresentation to clear the civil services exam, has approached the Supreme Court against a Delhi High Court order denying her anticipatory bail.
In December 2024, the Delhi High Court dismissed her plea, making strong observations about the gravity of the allegations. The court termed the case a “classic example of fraud” against both the Union Public Service Commission (UPSC) and the nation, stating that her actions were part of a “larger conspiracy” and rendered her “unfit for appointment.”
The High Court noted that Ms. Khedkar had allegedly forged documents, including a backward class certificate, and misrepresented her disability to secure benefits intended for disadvantaged groups. It also stated that her conduct was “purely driven by a motive to dupe authorities.”
What are the Allegations Against Puja Khedkar?
- Exceeding Attempt Limits: UPSC alleged that Ms. Khedkar attempted the civil services exam more than the six attempts permitted for general category candidates by altering her and her parents’ names to avoid detection.
- Forged Disability Certificate: She presented a certificate diagnosing her with a physical disability (an ACL tear with knee instability) to qualify under the Divyang category, claiming that only attempts under this category should be counted.
- Backward Class Certificate: Allegedly forged to claim reservation benefits.
Defense by Ms. Khedkar:
She argued that UPSC verified her identity through biometric data and found no irregularities in her documents and claimed the High Court’s observations were “erroneous” and insisted her middle name alteration was minor. She even stated that she had been targeted due to her sexual harassment complaint against a senior officer.
Actions Taken by UPSC and Union Government:
- July 2024: UPSC revoked her selection as a junior officer and barred her from future civil services exams.
- September 2024: The Union government dismissed her from service.
