New Delhi/Jammu: In a significant bureaucratic reshuffle, the Delhi Government has assigned new responsibilities to four senior IAS officers belonging to the erstwhile Jammu and Kashmir cadre, now part of the AGMUT cadre. The officers are among 17 IAS officers whose postings were changed as part of a wider administrative overhaul involving 60 IAS and DANICS officers.
The four officers—Bipul Pathak (IAS:1992), Navin Choudhary (IAS:1994), Pandurang K Pole (IAS:1994) and M.K. Dwivedi—have been entrusted with important assignments in the national capital’s administration.
Four Former J&K Cadre Officers Get New Responsibilities
The reshuffle comes as the Delhi Government undertakes major administrative changes across departments, including health, general administration, social welfare, labour, cooperation, and urban development.
Bipul Pathak Gets Additional Charge of Women & Child Development
Senior IAS officer Bipul Pathak (IAS:1992), who is currently serving as Additional Chief Secretary, Social Welfare Department, has been entrusted with the additional charge of the Women and Child Development Department.
He also continues to hold the additional responsibility of the SC/ST/OBC Welfare Department, further consolidating his role in key social sector departments.
Navin Choudhary Assigned Additional Charge of GAD
Navin Choudhary (IAS:1994), presently serving as Additional Chief Secretary, Irrigation and Flood Control Department, has been given the additional charge of the General Administration Department (GAD).
The GAD is considered one of the most influential departments in the Delhi Government as it oversees personnel management, administrative coordination, and governance-related matters.
Pandurang K Pole Moved to Land & Building Department
Senior IAS officer Pandurang K Pole (IAS:1994) has been relieved from his responsibilities in the General Administration Department and posted as Secretary, Land and Building Department.
In addition, he has been assigned the responsibilities of Secretary-cum-Commissioner (Labour) and Secretary (Cooperation), giving him charge of multiple key departments.
M.K. Dwivedi Also Figures in Transfer List
IAS officer M.K. Dwivedi, another officer from the erstwhile Jammu and Kashmir cadre, has also been assigned a fresh role under the latest transfer orders issued by the Delhi Government as part of the broader administrative restructuring.
Part of Wider Delhi Bureaucratic Overhaul
The latest exercise is part of a major bureaucratic reshuffle undertaken by the Delhi Government, affecting 17 IAS officers and 43 DANICS officers, taking the total number of transferred officers to 60.
The changes come amid administrative reviews in several departments, particularly the Health Department, where multiple senior-level transfers have been carried out following investigations into alleged procurement irregularities.
Officials said the reshuffle is aimed at improving governance efficiency, strengthening departmental coordination, and ensuring effective implementation of government programmes.
AGMUT Cadre and Former J&K Officers
Following the reorganization of Jammu and Kashmir in 2019, officers belonging to the erstwhile J&K cadre became part of the Arunachal Pradesh-Goa-Mizoram-Union Territories (AGMUT) cadre. Since then, several officers from the former cadre have been serving in different Union Territories and Delhi under the AGMUT framework.
The latest postings further underline the growing role of former J&K cadre officers in key administrative positions across the national capital.
