Bhubaneswar: Former IAS officer Sujata Rout Karthikeyan, wife of bureaucrat-turned-politician V.K. Pandian and one of Odisha’s most influential administrators, formally joined the Biju Janata Dal (BJD) on Thursday in the presence of party president Naveen Patnaik. Her entry into active politics has triggered fresh discussions within political circles, with many viewing the move as significant for the future leadership dynamics of the regional party.
While the BJD leadership has maintained that Sujata has joined as an ordinary party worker, party insiders believe her administrative experience, grassroots connect and close association with both Naveen Patnaik and V.K. Pandian could make her an important figure in the party’s future strategy.
Grand Welcome at Sankha Bhawan
Sujata Karthikeyan arrived at Sankha Bhawan, the BJD headquarters in Bhubaneswar, where she received a warm welcome from senior leaders and party workers, particularly members of the women’s wing.
Welcoming her into the party, BJD president Naveen Patnaik said, “I would like to welcome Sujata Rout to BJD. She will be joining as a simple member of the party. You know that she has been an IAS officer and held several important positions including her last position which was to look after women in Odisha. As time passes, she gets used to a new position. She will learn to help people, particularly women.”
Following her induction, Sujata expressed gratitude to Naveen Patnaik and the party cadre.
“I got an opportunity to serve the people of Odisha for 24 years under Naveen Patnaik’s leadership. By joining BJD, I again got that opportunity to serve the people of Odisha under Naveen Babu’s leadership,” she said.
She added that with the blessings of Lord Jagannath and support of BJD workers, she would continue serving Odisha with sincerity and dedication.

Entry Seen as Part of BJD’s Future Strategy
IAS Sujata’s entry into politics comes more than a year after the BJD’s defeat in the 2024 Assembly and Lok Sabha elections. Political observers believe her induction could be part of a larger organisational restructuring exercise within the party.
The BJD leadership invited senior leaders, MPs, MLAs and party representatives from all 30 districts to Sankha Bhawan, a move widely interpreted as an effort to project consensus over her induction.
However, her entry has generated mixed reactions. While several party leaders have welcomed the move, some sections within the BJD remain cautious, citing the controversy surrounding the influence exercised by V.K. Pandian during the party’s previous tenure in power.
A senior BJD leader acknowledged that some members fear Sujata’s entry could indirectly revive Pandian’s influence within the party structure. Others, however, see her as an experienced administrator capable of strengthening the party, especially among women voters and grassroots organisations.

Who Is Sujata Karthikeyan?
Sujata Rout Karthikeyan is a former Indian Administrative Service (IAS) officer of the 2000 batch from the Odisha cadre. Widely respected for her work in women’s empowerment, social welfare, rural development and public administration, she served Odisha for nearly 25 years before opting for voluntary retirement in March 2025.

Bicycle Scheme for Girls
In 2005, she launched the “Mobility is Empowerment” initiative, distributing bicycles to school-going girls in an effort to reduce dropout rates among tribal students.
The programme was widely appreciated and became a model for promoting girls’ education.
Pioneering Nutrition Reforms
In 2006, Sujata introduced eggs into the Mid-Day Meal scheme in Sundargarh to combat child malnutrition.
Instead of merely increasing the quantity of existing food items, she advocated adding protein-rich eggs to improve children’s nutrition. The initiative proved successful and was eventually expanded across Odisha.
Architect of the Mamata Scheme
As Director of Social Welfare, Sujata played a crucial role in designing and implementing the Mamata Scheme, a conditional cash transfer programme for pregnant women.
The scheme became one of Odisha’s flagship maternal welfare initiatives and received national recognition for improving maternal and child health outcomes.
Face of Odisha’s Mission Shakti
Perhaps Sujata Karthikeyan’s most impactful contribution came through Mission Shakti, Odisha’s flagship women’s empowerment programme.
As the department’s top administrator, she oversaw the growth of the initiative into one of India’s largest women-led self-help group movements.

Exit from Bureaucracy and Transition to Politics
Following the BJD’s defeat in the 2024 elections, Sujata’s administrative position underwent changes. In May 2024, the Election Commission ordered her transfer from the Mission Shakti Department following complaints regarding alleged misuse of office.
Subsequently, she went on leave and later sought voluntary retirement.
In March 2025, the Centre approved her request for voluntary retirement, waiving the mandatory notice period. Her final posting was as Special Secretary in Odisha’s Finance Department.
More than a year later, she has formally entered active politics by joining the BJD.

While the party leadership has emphasised that Sujata Karthikeyan has joined as a grassroots worker, political observers believe her administrative experience, organisational skills and extensive network among women’s self-help groups could prove valuable for the BJD.
