Telangana Chief Secretary K Ramakrishna Rao Likely to Head Hyderabad Metro Rail After Retirement; Sanjay Jaju Set to Succeed Him

Hyderabad: In a significant administrative development, outgoing Telangana Chief Secretary K Ramakrishna Rao (IAS: 1991) is likely to be appointed as the next head of Hyderabad Metro Rail Limited (HMRL) after his retirement later this month. The move is seen as a strategic post-retirement assignment that could leverage Rao’s extensive experience in finance and governance at a time when the Hyderabad Metro is undergoing a major transition and expansion phase.

At the same time, senior IAS officer Sanjay Jaju (IAS: 1992: Telangana), who was recently repatriated from central deputation, is widely expected to take over as the next Chief Secretary of Telangana.

Government Likely to Appoint Rao as HMRL Chief

Sources indicate that the Telangana government has decided to appoint Ramakrishna Rao as the head of HMRL once he demits office as Chief Secretary at the end of June.

Rao, who succeeded Somesh Kumar as Chief Secretary in 2023, has already received two extensions in service. His current extended tenure is scheduled to conclude on June 30, 2026.

The proposed appointment is being viewed not only as recognition of his administrative experience but also as a practical decision considering the financial and operational challenges facing Hyderabad Metro Rail.

Why Rao’s Financial Expertise Matters

Officials believe Rao’s long association with Telangana’s Finance Department played a key role in the government’s decision.

Often described as Telangana’s “finance wizard,” Rao spent several years steering the state’s fiscal management and budget planning. His experience is expected to be valuable as Hyderabad Metro navigates complex financial restructuring and plans for future expansion.

The metro system currently faces substantial financial challenges, reportedly incurring losses ranging between ₹1.5 crore and ₹2 crore per day.

Additionally, the ambitious Metro Phase-II expansion project will require significant funding and financial planning, making Rao’s expertise particularly relevant.

Hyderabad Metro Undergoing Major Transition

The likely appointment comes at a crucial juncture for Hyderabad Metro Rail.

In April 2026, the Telangana government took over metro operations from infrastructure major Larsen & Toubro.

To facilitate the acquisition, the government secured a ₹13,600 crore term-loan refinancing facility from Indian Railway Finance Corporation (IRFC), enabling it to acquire 100 percent equity in L&T Metro Rail (Hyderabad) Limited.

The takeover marked one of the most significant public transport transactions undertaken by the state government.

SBI Caps to Assess Metro’s Future Requirements

Following recent discussions between Chief Minister A Revanth Reddy and Union ministers, it was decided that SBI Capital Markets (SBI Caps) would conduct a fresh valuation of Hyderabad Metro.

The consultancy is expected to:

  • Assess the current valuation of the metro system.
  • Examine financial sustainability.
  • Evaluate funding requirements for the proposed Metro Phase-II project.
  • Recommend future financing mechanisms.

The report is expected within the next few months and could shape the future course of Hyderabad’s urban transport infrastructure.

Sanjay Jaju Emerges as Front-Runner for Chief Secretary Post

Meanwhile, attention has shifted to the likely successor of Ramakrishna Rao.

The Appointments Committee of the Cabinet (ACC) recently approved the repatriation of Sanjay Jaju from the Centre to Telangana.

Jaju, a 1992-batch Telangana cadre IAS officer, was serving as Secretary, Ministry of Development of North Eastern Region (DoNER) and was relieved from his central assignment on June 23.

His sudden return to the state has triggered strong speculation that he will be appointed Telangana’s next Chief Secretary.

Other Contenders

While Mr Jaju is considered the leading candidate, a few other senior officers were also discussed for the top bureaucratic position, including:

  • Jayesh Ranjan, currently Special Chief Secretary for Metropolitan Area and Urban Development.
  • Vikas Raj, Special Chief Secretary, Transport, Roads and Buildings Department.
  • Sabyasachi Ghose, another senior bureaucrat in the state administration.

However, official circles believe Jaju’s return from a long central deputation and his experience across key Union ministries make him the strongest contender.

Koneru Ramakrishna Rao, popularly known as KRK, is one of Telangana’s most respected bureaucrats.

Architect of Telangana’s Financial Governance

Rao is particularly known for his stewardship of Telangana’s finances.

  • Preparation of 14 consecutive state budgets.
  • Introduction and implementation of the Integrated Financial Management & Information System (IFMIS).
  • Strengthening fiscal transparency and digital governance.
  • Playing a crucial administrative role during the bifurcation of Andhra Pradesh and Telangana in 2014.

His reputation as a financial strategist has made him one of the most influential administrators in Telangana’s governance framework.

While K Ramakrishna Rao is likely to move into a crucial infrastructure leadership role at Hyderabad Metro Rail, Sanjay Jaju appears poised to take over as the state’s top bureaucrat.
