Shimla: The Himachal Pradesh administration was at the center of a political and bureaucratic controversy after Cabinet Minister Vikramaditya Singh publicly criticized IAS and IPS officers from outside the state, accusing them of prioritizing personal agendas over the welfare of Himachal Pradesh. 

His remarks have been strongly condemned by state IAS and IPS associations and sparked debates within the cabinet over officers’ loyalty and performance.

On Tuesday, Vikramaditya Singh, the state PWD minister, questioned the commitment of officers from Uttar Pradesh and Bihar, claiming they had little concern for “Himachaliat,” or the ethos and interests of the state. 

He warned that if such officers were not “tackled in time,” the state’s interests could face serious harm.

He posted his views on social media, highlighting that some non-local officers allegedly worked for personal gains rather than state welfare.

The next day, several state ministers and bureaucrats, including Rural Development Minister Anirudh Singh, came forward defending the officers. Anirudh Singh emphasized that it is unfair to blame officers for the mistakes of ministers, saying,

Ministers should also know how to get work done from the officers.”

He also stressed that officers serve as pillars of the government, and their state of origin should not affect their dedication. Anirudh further pointed out that no new IAS officers have been posted in Himachal Pradesh since 2016, and criticized the timing of Vikramaditya Singh’s comments amid the state’s ongoing financial challenges.

IAS and IPS Associations Condemn the Statement

In a joint statement, the Himachal Pradesh IAS and IPS associations described the minister’s remarks as potentially harmful to bureaucratic morale and institutional cohesion. 

They warned that such statements could:

  • Create distrust within the police and administrative machinery
  • Weaken overall governance and service delivery
  • Promote an artificial divide between Himachali and non-Himachali officers

The IPS association specifically requested that no officer be posted under Vikramaditya Singh, citing the potential adverse impact on professional conduct and service delivery.

Political Fallout and Reactions

Responding to Anirudh Singh’s defense of the officers, Vikramaditya clarified that he respects officers, but implied that he did not extend the same deference to some officers as had been given in a previous NHAI-related controversy in 2025.

Last year, Anirudh Singh faced criticism for an alleged assault on an NHAI officer in Bhattakuffar following a building collapse, which had sparked debates over ministerial conduct and bureaucratic authority.

The controversy has highlighted:

  • Tensions between state ministers and officers from outside Himachal Pradesh
  • Political sensitivity around the state’s limited pool of local bureaucrats
  • The ongoing challenge of ensuring effective governance amid financial constraints

While some cabinet members have questioned officer loyalty, others have expressed support, acknowledging the officers’ role in implementing government schemes and maintaining administrative continuity.

Professional Efficiency 

The latest remarks by Vikramaditya Singh and the ensuing reactions underline the delicate balance in state-bureaucracy relations. Both ministers and officers face the challenge of maintaining professional efficiency while navigating political and regional sensitivities. 

Observers suggest that the state government may need to take steps to prevent further institutional friction and preserve the morale of its administrative and police services.
