In a major push to boost housing access and accelerate urban development, the Uttar Pradesh Housing Development Council has announced a special Diwali offer — a 15% discount on the purchase of vacant flats across the state. This limited-time offer is valid for bookings made up to January 31, 2026, and full payment within 60 days of registration.

The announcement came during the 273rd board meeting of the Housing and Development Council held at its headquarters on Mall Avenue. The meeting, chaired by senior officials, also approved several development-oriented and administrative reforms to make the council more efficient and consumer-friendly.
Big Diwali Discount: Up to 15% Off on Vacant Flats Across UP
Council Secretary Mr. Neeraj Shukla shared that over 2,000 vacant flats are available in Lucknow alone, with similar inventories in other districts. The new Diwali scheme significantly improves upon the previous offer — increasing the discount for full payment from 5% to 15%.
Key discount details include:
- 15% discount on full payment within 60 days of registration
- 10% discount on payment within 90 days
- Additional 2% discount if balance amount is paid earlier than scheduled
- Possession with 50% payment, balance payable over 10 years
- Interest rate reduced from 11.5% to 8.5%
These revisions are aimed at making housing more affordable and reducing the financial burden on homebuyers.
Attractive Payment Plans and Lower Interest Rates Announced
The Council has introduced flexible payment options. Buyers can take possession of their flat after depositing 50% of the total cost, and pay the remaining amount in easy installments over a decade. The interest rate has also been slashed to 8.5%, making EMIs significantly more affordable.
New Housing Schemes to Launch in Five More Districts
Following approval during the board meeting, the Housing Council is preparing to launch new housing schemes in five additional districts. A proposal will soon be sent to the state government for budget approval.
These schemes aim to expand housing availability and align with the broader vision of urban expansion and infrastructural development in Uttar Pradesh.
OTS Scheme and Registration System Reforms in the Pipeline
A One Time Settlement (OTS) scheme is also being prepared to offer financial relief and clear pending dues of existing allottees. Simultaneously, the Council is planning to abolish the special registration system and revert to the first-register-first-allot system for fair and faster flat allocation.
PM Awas Yojana Beneficiaries to Undergo Verification from October 13
Under the PM Awas Yojana (Urban), 264 flats are being constructed in Gokulgram, Para (Lucknow). The verification process for selected beneficiaries will begin on October 13 and continue till November 15. Allottees must visit the Engineering Department office in Zone 6, opposite Clock Tower, with necessary documents including Aadhaar, income and caste certificates, photos, and affidavits.
Avadh Vihar Project Revived, Rs. 319 Crore Auction Approved
After years of stagnation, the Avadh Vihar Yojana Sector-7D project in Lucknow is set to resume. The council had originally planned seven towers in Saryu Enclave but built only two due to low demand. Now, the remaining towers will be auctioned for Rs. 319 crore. The decision is expected to unlock prime real estate and revive interest in the project.
Further auctions will also include a parking plot in Vrindavan Yojna and 35 educational plots in Ghaziabad and Lucknow.
Eligibility Criteria for Technical Posts to Match PWD Norms
In another move toward institutional reform, the council will now align recruitment norms for key positions like Junior Engineer (JE), Assistant Engineer (AE), and Law Officer with the Public Works Department (PWD) standards. These posts will be filled via the Subordinate Staff Selection Commission (SSC) to ensure transparent and merit-based hiring.
