New Delhi: In a recent round of bureaucratic assignments, the Department of Personnel and Training (DoPT) has approved the appointment and redesignation of two senior officers in key positions:
Virender Kumar Gupta Appointed Member (Financial Services), Postal Services Board
Senior Indian Postal Service (IPoS) officer Virender Kumar Gupta, a 1989 batch officer, has been appointed as Member (Financial Services) in the Postal Services Board.
Mr Gupta’s new role places him at the helm of strategizing and overseeing financial service initiatives across India Post’s vast national network. With decades of experience, his appointment is expected to bolster the Department’s push toward financial inclusion, postal banking, and digital financial services through the India Post Payments Bank and related channels.
IAS Vijay Bhavikatti Elevated to Director Level in Karnataka
In another significant move, Vijay Kumar Siddappa Bhavikatti, a 2011 batch IAS officer from Haryana cadre, has been redesignated as Director-level officer in the Office of the Registrar General of India (RGI), continuing in his role as Director of Census Operations (DCO)/Director of Citizen Registration (DCR), Karnataka.
His designation has been upgraded from Deputy Secretary to Director level, effective up to December 31, 2025. Bhavikatti has been on central deputation since August 14, 2019, and this redesignation reflects his expanded responsibilities as preparations continue for the upcoming census-related tasks and citizen registration initiatives.
Aastha Lakshmi Appointed as Chief Vigilance Officer of NDMC
IRS Officer of 2008 Batch to Oversee Vigilance Operations in Capital’s Civic Body
The Appointments Committee of the Cabinet (ACC) has approved the appointment of Aastha Lakshmi, an officer of the Indian Revenue Service (Income Tax), 2008 batch, as the Chief Vigilance Officer (CVO) of the New Delhi Municipal Council (NDMC).
Her tenure will be for an initial period of three years, from the date of assumption of charge or until further orders, whichever is earlier.
As the CVO, Lakshmi will serve as the nodal officer for anti-corruption and vigilance-related matters in the NDMC. The role involves monitoring, supervising, and advising on vigilance activities and ensuring the implementation of integrity and transparency mechanisms within the civic body. The appointment is part of the Department of Personnel and Training’s (DoPT) regular placement of officers in key vigilance positions across various ministries, PSUs, and civic organizations.
