Gandhinagar: Gujarat continues to focus on improving its Ease of Doing Business (EoDB) environment with measures aimed at simplifying regulatory procedures and making the investment process more transparent. A key component of this approach is the state’s Single Window Clearance system, which seeks to streamline the process of obtaining multiple licences, clearances and certificates required for setting up businesses.
The state government formally enacted the Gujarat Single Window Clearance Act, 2017, with the objective of facilitating faster issuance of various approvals required for establishing business units. According to the Gujarat Industrial Development Corporation (GIDC), the framework is intended to increase transparency, enable online applications and improve monitoring of applications.

The Ease of Doing Business framework in Gujarat has included administrative, regulatory and digital reforms designed to make interactions between businesses and government departments more efficient.

The Single Window system is designed to reduce the need for investors and businesses to approach multiple government offices separately for different approvals.
Through online systems, investors can submit applications and track the status of proposals. Gujarat’s Investor Facilitation platform describes the system as a way to provide investors with access to various policies and allow them to monitor the stage at which their applications are being processed.
GIDC also operates online services under the Ease of Doing Business initiative, with the objective of making its services accessible through a one-stop digital platform.

Gujarat Informatics Limited says the platform was conceptualised as a one-stop destination for information and government services.
For industrial investors, GIDC’s online services similarly provide digital access to pre-operation and post-operation services. This includes information related to approvals and procedures required by businesses at different stages of their operations.
Single Window Framework and Industrial Investment
The Single Window system is part of a broader effort to make industrial approvals more predictable and transparent. Gujarat’s Industrial Policy 2020 specifically lists the Single Window Clearance Act among regulatory reforms aimed at improving the Ease of Doing Business experience for existing and prospective enterprises.
The policy also identifies an Investor Facilitation Agency as a nodal mechanism for supporting prospective investors, monitoring applications and coordinating with concerned departments. At the district level, District Industries Centres are involved in investor facilitation.
