Gujarat Transfers 28 IAS & 13 GAS Officers; Gaurang Makwana, Prabhav Joshi Among Key Appointments

The Gujarat government has transferred 28 IAS officers in a major administrative reshuffle, making key appointments across energy, urban development, rural administration, municipal corporations, district administrations and major state PSUs.

Gandhinagar: In one of the biggest administrative reshuffles in recent months, the Gujarat Government on Tuesday (July 21, 2026) transferred and appointed 28 IAS officers and 13 Gujarat Administrative Service (GAS) Class-I (Selection/Senior Scale) officers across key departments, district administrations, municipal corporations, state public sector undertakings (PSUs) and government organisations.

The General Administration Department (Personnel) issued the notification with the objective of strengthening governance, improving administrative efficiency and filling important leadership positions across the state.

The reshuffle covers crucial sectors including Energy, Urban Development, Rural Development, Industries, Social Justice, Health, Skill Development and Climate Change, besides several power utilities and district administrations.

Major Administrative Changes Across the State

The reshuffle has resulted in new appointments to several strategically important positions, including:

  • Managing Directors of state-owned power companies and corporations
  • Municipal Commissioners
  • District Development Officers (DDOs)
  • Regional Commissioners of Municipalities
  • Heads of major government agencies and public sector undertakings

Several districts have also received new District Development Officers, while important state PSUs such as UGVCL, DGVCL, PGVCL, Gujarat Medical Services Corporation and Gujarat Gas Ltd. have witnessed leadership changes.

Key Appointments

Among the prominent appointments, Gaurangbhai H. Makwana (IAS:2012:GJ), who was serving as Director of the Gujarat Energy Development Agency (GEDA) while holding additional charge as Managing Director of Uttar Gujarat Vij Company Limited (UGVCL), has now been appointed full-time Managing Director, UGVCL, Mehsana.

Prabhav Joshi (IAS:2014:GJ), Municipal Commissioner of Junagadh Municipal Corporation, has been transferred as Joint Managing Director of the Gujarat Industrial Development Corporation (GIDC), Gandhinagar.

K.J. Rathod (IAS:SCS:2018:GJ) has been appointed Managing Director, Dakshin Gujarat Vij Company Ltd. (DGVCL), Surat, while M.D. Chudasma has been posted as Managing Director, Paschim Gujarat Vij Company Ltd. (PGVCL), Rajkot.

The Gujarat Medical Services Corporation also witnessed a leadership change. M.P. Pandya has been appointed Managing Director of the corporation, while D.K. Brahmbhatt moves as District Development Officer, Gandhinagar.

New District Development Officers

The government has appointed new District Development Officers in several districts to strengthen grassroots administration.

The officers posted as DDOs include:

  • H.J. Prajapati – Amreli
  • K.P. Joshi – Devbhumi Dwarka
  • D.K. Brahmbhatt – Gandhinagar
  • Hiren Jitendrabhai Barot – Dahod
  • K.S. Jhala – Dangs (Ahwa)

These appointments are expected to bolster district-level governance and improve implementation of development programmes.

Changes in Urban Administration

Several municipal corporations have also received new leadership.

Suthar Raj Rameshchandra (IAS:2019:GJ) has been appointed Municipal Commissioner, Porbandar Municipal Corporation, replacing H.J. Prajapati.

Meanwhile, I.R. Vala has been posted as Municipal Commissioner, Junagadh Municipal Corporation.

Smit Santosh Lodha, who was serving as District Development Officer, Dahod, has been appointed Deputy Municipal Commissioner, Surat Municipal Corporation.

Regional Commissioners of Municipalities have also been appointed in Rajkot and Vadodara.

Power, Energy and Public Sector Undertakings See Major Changes

The reshuffle brings significant leadership changes in Gujarat’s power distribution companies and public enterprises.

Apart from appointments in UGVCL, DGVCL and PGVCL, the government has made fresh postings in:

  • Gujarat Energy Development Agency (GEDA)
  • Gujarat Medical Services Corporation
  • Gujarat State Civil Supplies Corporation
  • Gujarat State Rural Development Corporation
  • Gujarat Scheduled Castes Development Corporation
  • Gujarat Gas Limited
  • Gujarat Industrial Development Corporation (GIDC)

Notably, B.N. Patel will continue as Executive Director of Gujarat Gas Limited, with the post being separately equated with an IAS cadre position.

Other Important Appointments

Several other officers have also been entrusted with key responsibilities across departments and state agencies.

Among them:

  • Mahesh Shantilal Jani has been appointed Mission Director, Gujarat Urban Livelihood Mission.
  • B.K. Joshi has been posted as Registrar of Co-operative Societies.
  • C.B. Ganatra becomes Managing Director, Gujarat State Civil Supplies Corporation.
  • A.K. Joshi has been appointed Managing Director, Gujarat Unreserved Educational & Economical Development Corporation.
  • Dr. B.S. Prajapati has been posted as Managing Director, Gujarat State Rural Development Corporation.
  • V.G. Patel has been appointed Additional Rural Development Commissioner.
  • A.K. Vastani becomes Director of Employment and Training.
  • P.B. Rathod has been been appointed Director, Skill Development.

Strengthening Governance Across Gujarat

The large-scale administrative exercise is aimed at strengthening governance both at the Secretariat and field levels. By repositioning senior IAS officers across critical departments, district administrations and state-owned enterprises, the Gujarat Government seeks to improve service delivery, enhance administrative efficiency and accelerate implementation of development programmes.

According to the notification issued by the General Administration Department (Personnel), all the transfers and postings take immediate effect.
