New Delhi: The Appointments Committee of the Cabinet (ACC) has approved the repatriation of Gyanesh Bharti (IAS:1998), currently serving as Senior Deputy Election Commissioner at the Election Commission of India (ECI), to his parent cadre.
The repatriation has been approved at the request of the Ministry of Home Affairs (MHA), with an extended “cooling-off” period being imposed.
The development has triggered speculation in bureaucratic circles that IAS Bharti could be considered for a key assignment in the Andaman and Nicobar Islands, with his possible appointment as the next Chief Secretary being discussed.
However, his reported appointment as Chief Secretary has not been officially announced, and the speculation should be viewed in that context.
Returns to AGMUT Cadre
Mr Bharti is a 1998-batch Indian Administrative Service officer of the AGMUT cadre, which covers Arunachal Pradesh, Goa, Mizoram and Union Territories.
His repatriation comes after nearly a year of service with the Election Commission of India, where he has handled important election-related responsibilities.
The ACC decision means that Bharti will return to his parent cadre, where he could now be assigned a significant administrative responsibility.
His long experience in Union Territory administration is particularly notable in the context of speculation surrounding a possible posting in Andaman and Nicobar.

Who Is Gyanesh Bharti?
Born on December 31, 1973, he is a direct-recruit IAS officer of the 1998 batch.
He has an academic background in mathematics and management. He holds a graduate degree in Mathematics, an M.A. in Operational Research and an M.B.A. in International Business from Delhi University, according to available service-profile information.
Over a career spanning nearly three decades, Bharti has handled assignments across municipal administration, Union ministries, finance, environment, power and Union Territory administration.
His career has included postings as Additional Secretary, Commissioner, Joint Secretary, Director, Secretary, Managing Director, Finance Secretary, Additional Commissioner and Deputy Commissioner.
Deputy Election Commissioner at ECI
Mr Bharti was appointed Deputy Election Commissioner at the Election Commission of India in August 2025.
The Centre approved his appointment in the rank and pay of Additional Secretary to the Government of India. An official gazette notification records his appointment as Deputy Election Commissioner in Level 15, effective from September 1, 2025, on deputation until further orders.
He subsequently played an important role in election administration, including overseeing preparations for elections and the Special Intensive Revision (SIR) of electoral rolls.
The ECI’s current officers directory lists Bharti as Senior Deputy Election Commissioner.
Played Key Role in West Bengal Election Preparations
During his tenure at the Election Commission, Mr Bharti was closely associated with election preparedness in West Bengal.
He led ECI teams reviewing poll preparations across districts and interacted with District Election Officers, Booth Level Officers and other election officials.
In April 2026, he chaired a high-level review meeting on preparations for the West Bengal Assembly elections, covering issues such as sensitive polling stations, voter assistance, webcasting and security arrangements.
He was also involved in the Election Commission’s supervision of the Special Intensive Revision exercise in West Bengal.
His role involved reviewing the preparedness of district officials and monitoring operational aspects of the electoral-roll revision process.
From Women & Child Development Ministry to Election Commission
Before moving to the Election Commission, Mr Bharti was serving as Additional Secretary in the Ministry of Women and Child Development.
He was appointed Deputy Election Commissioner in the senior-level bureaucratic reshuffle announced in August 2025. At that time, he was identified as a 1998-batch AGMUT officer serving as Additional Secretary in the ministry.
His move to the ECI added another significant central-government assignment to an already diverse administrative career.
First Commissioner of Unified MCD
One of Mr Bharti’s most prominent assignments came in May 2022, when the three municipal corporations of Delhi were reunified.
The North Delhi, South Delhi and East Delhi municipal corporations were merged into a single Municipal Corporation of Delhi (MCD), and Bharti was appointed the first Commissioner of the unified civic body.
The assignment placed him at the centre of the complex administrative exercise of integrating the three municipal organisations and streamlining their functioning.
Before becoming Commissioner of the unified MCD, Mr Bharti had served as Commissioner of the South Delhi Municipal Corporation (SDMC) from 2019 to 2022.
His extensive experience in Delhi’s municipal administration is regarded as one of the defining aspects of his career.
Earlier Role in South Delhi Municipal Corporation
Mr Bharti served as Commissioner of the South Delhi Municipal Corporation from September 2019 to May 2022.
The position involved overseeing civic administration across a major part of the national capital, including municipal services, sanitation, infrastructure and urban governance.
His subsequent appointment as the first Commissioner of the unified MCD gave him responsibility for managing the transition after the three corporations were brought together.
Experience in Central Ministries
Mr Bharti has also held several important positions in the Central government.
He served as Joint Secretary in the Cabinet Secretariat from September 2018 to August 2019.
Before that, he was Joint Secretary in the Ministry of Environment, Forest and Climate Change from March 2016 to September 2018.
He also served as Director in the Ministry of Power between February 2015 and March 2016.
These assignments gave him experience in policy formulation and coordination at the Central government level.
Extensive Union Territory Administration Experience
An important feature of Mr Bharti’s career is his substantial experience in Union Territory administration.
Between July 2010 and October 2013, he served in senior administrative roles as Finance Secretary and Health Secretary in the administrations of Daman & Diu and Dadra & Nagar Haveli.
He had also served earlier as Secretary of the New Delhi Municipal Council (NDMC) from July 2009 to June 2010.
This experience in managing Union Territory administrations could be particularly relevant if he is considered for a senior posting in another Union Territory.
Earlier Andaman & Nicobar Experience
Interestingly, Mr Bharti has previously served in the Andaman and Nicobar Islands.
Between July 2002 and October 2005, he served as Deputy Commissioner, including in the Nicobar/Andaman & Nicobar Islands administration, with responsibilities involving administration and disaster management.

The ACC has approved IAS Bharti’s repatriation with an extended cooling-off period.
A cooling-off period is generally associated with the rules governing deputation of All India Service officers and their return to the parent cadre after a stint outside it.
The specific terms attached to IAS Bharti’s repatriation will determine the manner and timing of his next assignment within the AGMUT cadre.

Is Gyanesh Bharti Headed for Andaman & Nicobar?
The repatriation has sparked speculation that Mr Bharti could be appointed as the Chief Secretary of Andaman and Nicobar Islands.
There are several factors that make the speculation noteworthy: he belongs to the AGMUT cadre, has previously served in the Andaman and Nicobar Islands, and has substantial experience in Union Territory administration.
His career also includes senior positions at the Centre, municipal administration and the Election Commission.
However, there is no official confirmation yet that Bharti has been appointed Chief Secretary of Andaman and Nicobar. The ACC decision announced so far relates to his repatriation to the parent cadre.

The speculation around Andaman and Nicobar is likely to intensify because of his previous posting in the islands and his wider experience in Union Territory administration.
For now, however, the confirmed development is his repatriation from the Election Commission of India to his parent AGMUT cadre, with an extended cooling-off period.
His next posting will determine whether the 1998-batch officer returns to Union Territory administration or takes up another senior assignment within the AGMUT cadre.
