Haryana Govt Approves Major IAS Promotions Across Batches 1996–2022; Shyamal Misra Elevated to Chief Secretary Grade

Chandigarh: The Haryana Government has approved a major round of promotions for Indian Administrative Service (IAS) officers across multiple batches, with effect from January 1, 2026. The promotion orders were formally issued by Chief Secretary Shri Anurag Rastogi, marking a significant New Year administrative exercise in the state bureaucracy.

The promotions span officers from the 1996 to 2022 batches, covering elevations to the Chief Secretary’s Grade, Higher Administrative Grade, Super Time Scale, Selection Grade, Junior Administrative Grade, and Senior Time Scale. Several officers currently on central or inter-government deputation have also been granted proforma promotions, ensuring continuity in career progression.

1996 Batch Officer Promoted to Chief Secretary’s Grade

At the senior-most level, Shyamal Misra, an IAS officer of the 1996 batch, has been promoted to the Chief Secretary’s Grade, which corresponds to Level 17 in the Pay Matrix.

This is the highest grade in the state administrative hierarchy and reflects his seniority and extensive administrative experience.

Four IAS Officers of 2001 Batch Elevated to Higher Administrative Grade

The state government has promoted four IAS officers of the 2001 batch to the Higher Administrative Grade (HAG – Level 15).

  • Proforma Promotions (On Central Deputation)
  • Mr. Vikas Gupta

The proforma promotions ensure that officers serving the Union Government do not lose seniority or promotional benefits while on deputation.

Five Officers of 2010 Batch Promoted to Super Time Scale

The Haryana Government has promoted five IAS officers of the 2010 batch to the Super Time Scale (Level 14).
