Chandigarh: Haryana Chief Minister Nayab Singh Saini is leading a state delegation to Gujarat on October 27 and 28 to attract fresh industrial investment and strengthen business partnerships. The two-day outreach programme will cover Surat and Gandhinagar, where the delegation will meet investors and showcase Haryana’s industrial infrastructure, policy framework and business opportunities.
The state aims to attract approximately ₹5 lakh crore in new investments and generate more than 10 lakh employment opportunities by 2030–31 under its Make in Haryana Industrial Policy 2026 and related sector-specific policies.
The programme will include individual meetings with investors, a Pravasi Milan Samaroh and the Haryana Investment Roadshow. Haryana Industries and Commerce Minister Rao Narbir Singh is also accompanying the Chief Minister.
Investor Meetings in Surat on October 27
Saini is scheduled to hold one-to-one meetings with investors in Surat on October 27. The discussions will focus on potential investments, industrial expansion and opportunities for companies to establish or expand their operations in Haryana.

The delegation will also participate in a Pravasi Milan Samaroh, bringing together members of the Haryana diaspora and prominent representatives of the business community.
The programme is intended to present Haryana’s development journey, cultural heritage and industrial capabilities while encouraging business leaders to explore investment opportunities in the state.
Haryana Investment Roadshow in Gandhinagar on October 28
The Haryana Investment Roadshow will be organised in Gandhinagar on October 28, bringing together industrialists, investors and industry representatives from various sectors.
The roadshow aims to facilitate direct engagement between the state government and prospective investors. Discussions will cover potential projects, investment proposals and possible business partnerships.
Key areas to be highlighted include:
- Industrial infrastructure: Facilities and infrastructure available for establishing and expanding businesses.
- Connectivity: Haryana’s transport links and access to major markets.
- Skilled workforce: The availability of trained human resources for industrial and technology-oriented sectors.
- Policy support: Incentives and provisions under the state’s industrial policy framework.
- Business partnerships: Opportunities for collaboration between investors and Haryana-based enterprises.
The state government will also explore the possibility of signing memoranda of understanding (MoUs) linked to investment proposals. Any such agreements would need to be distinguished from investments that have progressed to implementation.
Make in Haryana Industrial Policy 2026 Sets Investment Goals
The Gujarat outreach is part of Haryana’s broader strategy to attract investment, expand manufacturing and increase employment.
The Make in Haryana Industrial Policy 2026, notified in May, replaced the Haryana Enterprises and Employment Policy 2020. The state has also introduced sector-specific policies covering areas such as electronics, pharmaceuticals and medical devices, information technology, emerging technologies, data centres and agro-processing.
Together, these initiatives are intended to improve the investment environment and encourage industrial growth across different sectors.
The government’s stated targets are:
- Fresh investment: Approximately ₹5 lakh crore.
- Employment generation: More than 10 lakh opportunities.
- Target year: 2030–31.
These figures represent the government’s goals; they should not be interpreted as investments already secured or jobs already created through the Gujarat visit.
Gujarat Outreach Aims to Expand Haryana’s Industrial Base
According to Dr. Amit Agrawal (IAS: 2003: HR), Commissioner and Secretary of the Industries and Commerce Department, the visit will provide an opportunity to present Haryana’s industrial and economic potential to a wider business community.
The government hopes the meetings will encourage new industrial ventures, expansion of existing businesses and partnerships with investors from Gujarat and elsewhere.
The outcome will depend on how prospective investment discussions translate into formal proposals, agreements and projects. The roadshow is one part of Haryana’s wider effort to strengthen its position as an industrial destination and advance its investment and employment targets for 2030–31.
