Chandigarh: The tragic death of Haryana IPS officer Y Puran Kumar (2001 batch) has escalated into a high-profile legal and political firestorm after Chandigarh Police registered an FIR against 10 senior officials, including Haryana Director General of Police (DGP) Shatrujeet Kapur, a 1990-batch IPS officer.
The FIR follows a formal complaint by his wife, 2001 batch IAS officer Amneet P. Kumar, who alleges her husband was driven to suicide due to sustained mental harassment and caste-based discrimination.
FIR Registered Under Abetment and SC/ST Act
According to Chandigarh Police, the FIR includes charges under –
- Section 108 read with 3(5) of IPC (Abetment of suicide)
- Section 3(1)(r) of the SC/ST (Prevention of Atrocities) Act
In a brief official statement, police confirmed –
“An FIR under Section 108 rw 3(5) (abetment of suicide) and 3(1)(r) POA Act has been registered against the accused mentioned in the final note. Further investigation is underway.”
What the Suicide Note Revealed
The late officer, a 2001-batch IPS from the Scheduled Caste community, reportedly left behind an eight-page typed and signed suicide note. Titled –
“Continued blatant caste-based discrimination, targeted mental harassment, public humiliation and atrocities by concerned senior officers of Haryana since August 2020 which is now unbearable”
The note named 10 officials, including –
- Haryana DGP Shatrujeet Kapoor
- Rohtak SP Narendra Bijarniya, a 2015-batch IPS officer
- Several other top-ranking IPS and IAS officers
It alleged –
- Sustained caste discrimination
- Targeted mental torture
- False cases being fabricated against him
- Public humiliation over several years
Family Says “Not Suicide, But Conspiracy”
IAS Amneet P. Kumar, the officer’s wife, filed a written complaint at Chandigarh’s Sector 11 police station, shortly after returning from Japan, where she was part of a government delegation with Chief Minister Nayab Saini.
In her complaint, Amneet said, “This is not a simple suicide. It is the result of a well-planned conspiracy. My husband faced unbearable mental harassment and caste bias that ultimately drove him to this step.”
She demanded –
- Immediate FIR against all named in the suicide note
- Arrests and suspensions of the accused to prevent interference
- Permanent security cover for the family
- Protection of the family’s dignity and rights
Fallout: DGP’s Position in Jeopardy
With growing political pressure and public outcry, sources reveal that CM Nayab Saini has summoned IPS officer Alok Mittal, possibly as a replacement for DGP Kapoor. A reshuffle at the top of the Haryana police force appears imminent.
Shockwaves in Bureaucracy and Politics
The incident has rattled Haryana’s administrative machinery and sparked reactions across political lines. Dalit organizations and civil rights groups are demanding –

- Immediate suspension and arrest of all officers named in the suicide note
“This is not just about one officer – it reveals a systemic rot. We demand justice for Puran Kumar and accountability from the top,” said a representative from a leading Dalit rights group.
CM Saini Meets Family, Promises Action
After returning from Japan, CM Nayab Saini visited Amneet Kumar’s residence in Chandigarh’s Sector 24, accompanied by senior officials. During a closed-door one-hour meeting, Amneet handed over a two-page summary complaint to the CM, reiterating her demand for justice.
