HUDCO Signs ₹1 Lakh Crore MoU with Bihar Government for Satellite Cities and Urban Infrastructure Development

Patna: Housing and Urban Development Corporation Limited (HUDCO) has signed a landmark Memorandum of Understanding (MoU) with the Government of Bihar to provide term loans worth up to ₹1,00,000 crore for large-scale urban infrastructure development projects across the state.

The agreement aims to support the development of greenfield satellite townships, land acquisition, and modern urban infrastructure, marking a major step toward planned urban expansion in Bihar.

Focus on 12 Greenfield Satellite Townships in Bihar

Under the MoU, the funding will be used to develop 12 greenfield satellite townships, designed to ease urban pressure on major cities and promote balanced regional growth.

Key features of the planned townships include:

  • Modern residential infrastructure
  • Employment generation zones
  • Planned urban layouts
  • Integrated civic amenities

The initiative is expected to reshape Bihar’s urban landscape through structured and sustainable development.

Flexible Financial Structure with Long-Term Repayment

HUDCO will provide financial assistance under highly flexible terms, including:

  • Total funding: ₹1,00,000 crore
  • Loan tenure: Up to 25 years
  • Moratorium period: Available
  • Prepayment option: Permitted
  • Disbursement: In tranches

The long repayment cycle is designed to reduce financial burden on the state while enabling large-scale infrastructure development.

Secure Repayment Mechanism and Project Funding Model

The repayment structure will be secured through multiple mechanisms, including:

  • Escrowing revenue generated from projects
  • Ringfencing of identified revenue sources
  • State budget allocations

The funds will be routed through a statutory authority designated by the Bihar government to ensure transparency and accountability.

Implementation and Project Framework

Separate operational agreements will be signed for each project based on mutually agreed terms and requirements.

  • Regular review of the MoU (valid for 3 years)

The agreement will be reviewed annually to ensure smooth execution.

The agreement has been officially disclosed to the BSE Limited and the National Stock Exchange of India Ltd (NSE) in compliance with listing regulations.

The MoU reflects a long-term collaboration aimed at transforming Bihar’s urban infrastructure ecosystem.
