Gujarat Signs ₹1 Lakh Crore HUDCO Agreement to Accelerate Infrastructure Development Under Vision 2047

Gandhinagar: In a significant step towards achieving its “Developed Gujarat @2047” vision, the state government has entered into a landmark partnership with the Housing and Urban Development Corporation Limited to secure long-term financial assistance of ₹1 lakh crore for infrastructure development projects.

The agreement is aimed at accelerating large-scale urban and infrastructure transformation across Gujarat, aligning with the broader national vision of “Viksit Bharat 2047” led by Prime Minister Narendra Modi.

High-Level MoU Signed in Presence of Chief Minister Bhupendra Patel

The Memorandum of Understanding (MoU) was formally signed in Gandhinagar in the presence of Bhupendra Patel. The agreement marks one of the largest infrastructure financing collaborations in the state’s recent history.

Senior government officials, including Finance Minister Kanubhai Desai and Minister of State Kamleshbhai Patel, were also present during the signing ceremony along with top administrative representatives.

Officials highlighted that the partnership is designed to provide stable, long-term capital support for Gujarat’s fast-expanding infrastructure needs, especially in urban development, transport, and large-scale economic zones.

Strategic Alignment with Vision 2047 and National Development Goals

The initiative aligns with Prime Minister Narendra Modi’s broader “Viksit Bharat 2047” vision, which aims to transform India into a developed nation by its centenary of independence.

Gujarat’s strategy under this framework focuses on accelerating urban modernization, strengthening connectivity, and expanding industrial infrastructure. The ₹1 lakh crore funding from HUDCO is expected to act as a catalyst for large-scale public infrastructure projects across the state.

Academic Collaboration with IIM Ahmedabad for Better Project Planning

Alongside the financial agreement, the state government has also signed a separate MoU with the Indian Institute of Management Ahmedabad (IIM Ahmedabad) to strengthen the planning and evaluation of major development projects.

This collaboration aims to improve:

  • Project design and feasibility studies
  • Implementation efficiency
  • Performance monitoring and evaluation
  • Policy research support for large infrastructure programs

Officials stated that the involvement of a premier management institution will ensure that Gujarat’s upcoming mega projects are not only ambitious but also well-structured and outcome-driven.

Mega Infrastructure Projects to Benefit from the Funding

The massive ₹1 lakh crore financial support will be deployed across several high-impact infrastructure initiatives. Key projects include:

Ahmedabad Metro Expansion

The funding will support further development of Ahmedabad Metro, including Phase-2 and Phase-3 expansions. These projects are expected to significantly improve urban mobility in the Ahmedabad metropolitan region.

Expressway Network Development

A major portion of the investment will go into building new expressways and upgrading existing road corridors. These upgrades aim to improve connectivity between industrial hubs, urban centers, and logistics zones across Gujarat.

Modern Sports Infrastructure

The state also plans to invest in advanced sports facilities, encouraging youth participation and positioning Gujarat as a hub for national and international sporting events.

Dholera SIR Development

One of the most ambitious components of this investment is the development of Dholera Special Investment Region (SIR). The region is envisioned as a world-class industrial and smart city zone, designed to attract global manufacturing, technology investments, and high-value employment opportunities.

Government officials emphasized that the scale of this investment is expected to generate substantial economic benefits, including:

  • Creation of lakhs of direct and indirect employment opportunities
  • Rapid urbanization and improved civic infrastructure

  • Enhanced global investor confidence in Gujarat’s development ecosystem

The integrated approach combining financial support from HUDCO and academic guidance from IIM Ahmedabad is expected to streamline execution and improve long-term sustainability of infrastructure projects.

With this landmark ₹1 lakh crore partnership, Gujarat is positioning itself for accelerated infrastructure growth over the next two decades.
