New Delhi: In a fresh round of central appointments, the Government of India has assigned new roles to two senior civil servants under the Central Staffing Scheme.
Bhupinder Kumar (IAS:2011:AGMUT) to Join Ministry of Petroleum & Natural Gas
IAS officer Bhupinder Kumar (2011 batch, AGMUT cadre) has been appointed as Director in the Ministry of Petroleum & Natural Gas (MoPNG), New Delhi.
According to an order issued by the Department of Personnel and Training (DoPT) on Friday (November 7, 2025), Kumar’s appointment is for a period of five years from the date he assumes charge or until further orders, whichever is earlier.
Kumar was recommended for Central deputation by the Ministry of Home Affairs (MHA).
At present, he serves as Secretary, Public Works (R&B) Department, Jammu & Kashmir, with additional responsibilities as Director of Census Operations (DCO) and Director of Citizen Registration (DCR) for Jammu & Kashmir and Ladakh, as well as Resident Commissioner, J&K Government, New Delhi.
IRS Officer Vinay Sheel Gautam Appointed Director in Ministry of Cooperation
Meanwhile, Vinay Sheel Gautam (IRS-IT:2009) has been appointed as Director in the Ministry of Cooperation, as per the same DoPT order.
His appointment, also for a tenure of five years, comes under the Central Staffing Scheme. He was recommended for deputation by the Department of Revenue.
Before this posting, Gautam was serving as Additional Commissioner in the Delhi Region.

The Central Staffing Scheme (CSS) enables officers from various All India and Central Services to serve in key administrative positions across Union Ministries and Departments, fostering inter-service coordination and policy execution at the national level.
