Ranchi: In a significant development, the Jharkhand government has revoked the suspension of IAS officer Chhavi Ranjan, allowing him to resume official duties following his release on bail in the Ranchi land scam case. The personnel department issued an official notification formalizing the decision, signaling that Ranjan may soon be posted to any department.
Arrest and Judicial Custody
Chhavi Ranjan, a 2011-batch IAS officer, was arrested by the Enforcement Directorate (ED) on May 4, 2023, in connection with a money laundering case linked to a high-profile land scam in Ranchi. He remained in judicial custody for over 29 months during the investigation and trial proceedings, marking a prolonged period away from his administrative duties.
Supreme Court Grants Conditional Bail
On October 10, 2025, the Supreme Court granted Ranjan bail under specific conditions. The court instructed that he must not attempt to influence any witnesses and must remain within Jharkhand unless prior permission is obtained from the trial court. Additionally, he is required to appear in person on every scheduled trial date. Following this, Ranjan submitted an application to the state government requesting revocation of his suspension, which has now been approved.
Administrative Career of Chhavi Ranjan
IAS officer Chhavi Ranjan began his career in administrative service from Chakrapur, Jharkhand, where his first posting was as Sub-Divisional Officer (SDO). Hailing from Kadma, Jharkhand, Ranjan was born in 1981 and completed his schooling in Jamshedpur. He passed high school from St. Mary’s Hindi School, Bistupur, in 1999 and completed his 12th grade from Chinmaya School, Telco.
He later pursued B.Sc and M.Sc degrees from St. Stephen’s College, Delhi University. Ranjan cleared the UPSC examination in 2011, securing an All India Rank of 125, and officially joined the Indian Administrative Service. Over his career, he has served as Deputy Commissioner of Ranchi and was posted in the Department of Social Welfare before his arrest.
Revocation of Suspension and Future Prospects
The revocation of Ranjan’s suspension, effective from October 14, 2025—the day he was released on bail—marks a significant step in his career. With the official notification in place, he is now eligible for postings to any department, enabling him to resume his responsibilities in the state bureaucracy after nearly two and a half years away from official duties.
The move underscores procedural compliance with judicial directions while ensuring continuity and efficiency in Jharkhand’s administrative framework. Observers note that his return could bring experienced leadership to ongoing developmental and governance projects across the state.
