Ranchi: Jharkhand’s Shri Krishna Institute of Public Administration (SKIPA), Ranchi, has been selected for a proposed role in training newly recruited civil servants, with the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, proposing to conduct an IAS Foundation Course at the institute.
The proposed arrangement could bring a part of the foundation training for civil service recruits to Jharkhand. According to a report published on October 13, the proposed course would run for approximately three-and-a-half months.
SKIPA’s selection comes amid efforts to strengthen the capacity of state-level administrative training institutions. The Maharashtra and Telangana administrative training academies have also reportedly been selected for similar roles.
Dr Manish Ranjan, Director of SKIPA, said the institute had been selected to train probationers of the All India Civil Services and that further steps would be taken to implement the proposal.
“The administrative training institute of Jharkhand has been selected for training All India Civil Services probationers. Further action in this regard will be taken soon,” Dr Manish Ranjan said.
IAS Training Could Expand Beyond Mussoorie
LBSNAA, located in Mussoorie, Uttarakhand, is the country’s principal institution for training IAS officers and other civil service probationers. Its Foundation Course introduces new recruits to public administration, constitutional values, governance and the responsibilities of public service.
The academy’s official website describes the Foundation Course as a programme for officer trainees from the All India Services, the Indian Foreign Service and various Central Services (Group A). The course is generally conducted over 14 weeks, with partner institutions helping accommodate the annual intake of trainees.
The proposed arrangement involving SKIPA would expand the role of state-level training institutions in preparing civil service recruits.
SKIPA Strengthens Its Administrative Training Framework
SKIPA is a Jharkhand government institution that provides training, education and capacity-building programmes for public officials.
According to its official website, the institute focuses on improving public administration through professional development, research and training aimed at citizen-centric governance.
The institute conducts programmes for state government officials and participates in wider capacity-building initiatives intended to improve administrative performance.
Its training activities have included programmes for officials from several states, including Uttar Pradesh, Madhya Pradesh, Bihar, Chhattisgarh, West Bengal, Odisha, Punjab, Telangana and Meghalaya, according to the published report.
ISO Certifications Add to the Institute’s Credentials
The institute has reportedly received ISO certifications relating to teaching quality, institutional management and environmental standards.
These certifications are intended to reflect the institute’s systems and processes for delivering training programmes and maintaining quality standards.
The reported recognition follows work undertaken to strengthen its administrative and academic framework, including the development of training-needs assessments, course structures and practical training modules.
Key capacity-building initiatives include:
- Training-needs assessment: Identifying the learning and professional-development requirements of government officials.
- Course design: Developing structured curricula and training modules.
- Trainer development: Preparing trainers to use contemporary teaching methods.
- Practical learning: Incorporating exercises and applied learning into administrative training.
These initiatives are intended to strengthen the institute’s ability to train public officials and support other government training institutions.
SKIPA’s Role in Civil Service Capacity Building
Beyond training individual officers, SKIPA has contributed to capacity-building programmes intended to improve the quality of public administration.
The institute’s activities include professional-development programmes, leadership training and the preparation of trainers who can share modern teaching methods with other institutions.
The proposed Foundation Course arrangement would represent an additional responsibility for the Ranchi-based institute if the plan proceeds.
The next steps will involve the concerned authorities finalising the operational arrangements for training civil service probationers at SKIPA.
