Hyderabad: Telangana Director General of Police (DGP) C.V. Anand, a 1991-batch IPS officer of the Telangana cadre, has urged 112 newly trained Deputy Superintendents of Police (DSPs) to uphold integrity, impartiality and constitutional values, describing the police uniform as a privilege that carries a responsibility to serve and protect the public.

Addressing the passing-out parade at the R.B.V.R.R. Telangana Police Academy on Monday, October 12, Anand emphasised that officers must discharge their duties without discrimination based on caste, religion or political affiliation.

He said police personnel had an opportunity to make a meaningful difference in people’s lives, urging the newly trained officers to approach their responsibilities with honesty, discipline and compassion.

‘Only 0.3% Wear Police Uniform in Telangana’

Highlighting the responsibility associated with joining the police force, Anand noted that only a small proportion of Telangana’s population serves in uniform.

With the state’s population estimated at around four crore, he said approximately 90,000 people serve in the police force, underscoring the privilege and responsibility associated with the profession.

He encouraged the officers to protect lives, assist people in distress and maintain public trust through impartial conduct.

The DGP also stressed that the oath administered at the passing-out parade should guide the officers throughout their careers, which could span 30–35 years.

112 DSPs Complete 44 Weeks of Institutional Training

The passing-out parade marked the completion of 44 weeks of institutional training for the 112 probationary DSPs.

According to Telangana Police Academy Director Abhilasha Bisht, the batch comprises 74 men and 38 women, with trainees selected from Multi Zone-I and Multi Zone-II.

The officers will undergo a further 46 weeks of field training to gain practical experience in policing and administration.

The trainees had also completed six weeks of foundation training at the Dr Marri Chenna Reddy Human Resource Development Institute before beginning their specialised police training.

DGP Lists 10 Essential Qualities for Police Leadership

Anand outlined the leadership qualities required to manage teams, investigate crimes and respond to emerging law-and-order challenges.

The 10 qualities he highlighted were:

  • Courage
  • Vision
  • Ethical values
  • Impartiality
  • Team spirit
  • Communication skills
  • Hard work
  • Technological knowledge
  • Innovative thinking
  • Humility

He emphasised that professional competence must go hand in hand with integrity and respect for constitutional principles.

The DGP also urged the officers to maintain physical fitness and discipline throughout their service, noting that these qualities remain important for effective policing.

Cybercrime and Organised Crime Among Key Challenges

Reflecting on the changing nature of policing, Anand said the challenges confronting law enforcement have evolved over the years.

While Naxalism was a major concern when he entered the police service, officers today must also respond to cybercrime, organised crime and road-safety challenges.

He referred to specialised units and initiatives, including:

  • Greyhounds: Specialised force associated with anti-extremist operations.
  • EAGLE Force: A specialised initiative focused on combating drug-related crime.
  • Cyber Security Bureau: Dedicated to addressing cybercrime and related threats.
  • TG FAST: An initiative focused on tackling food adulteration.
  • TG SPARK: A specialised initiative referenced in connection with the state’s policing efforts.

Anand urged the new DSPs to strengthen their investigative capabilities, understand emerging technologies and adapt their working methods to changing patterns of crime.

Neha Agarwal Wins Chief Minister’s Revolver

Trainee DSP Neha Agarwal received the Chief Minister’s Revolver for her all-round performance during training. She also secured three other honours, including the Raja Bahadur Venkata Rama Reddy Gold Medal, the Kona Ramachandra Reddy Memorial Gold Medal and the Home Minister’s Baton for excellence in indoor subjects.

The batch also included two trainees who achieved success in the 2026 Union Public Service Commission (UPSC) examinations.

According to the information shared at the event, G. Srujana secured All India Rank 55, while D. Praveen Kumar secured Rank 795.

Their achievements highlight the academic and professional backgrounds represented among the newly trained officers.

Training Covers Criminal Law, Investigation and Field Operations

The 44-week institutional programme combined classroom instruction with practical and physical training.

The curriculum covered several areas essential to police administration and law enforcement, including:

  • Criminal law and criminology

  • Forensic science
  • Cybercrime and financial fraud investigation

  • Physical fitness and fieldcraft

The trainees also gained practical exposure while assisting with security and policing arrangements during major public events, including the Medaram Jatara and Ganesh Chaturthi celebrations.

The programme was designed to prepare the probationary officers for the operational and administrative responsibilities they will encounter during their field postings.

DGP Urges Officers to Uphold the Oath Throughout Their Careers

Concluding his address, Anand reiterated that the responsibilities associated with the uniform extend well beyond the passing-out parade.

He urged the newly trained DSPs to remain honest, impartial and disciplined throughout their careers while protecting the public and upholding constitutional values.

The passing-out parade was attended by senior and retired police officers, academy officials, trainees’ family members and media representatives.
