Hyderabad: Telangana Director General of Police C.V. Anand, a 1991-batch IPS officer of the Telangana cadre, has urged police officers involved in long-running seniority and promotion disputes to consider withdrawing their court cases, saying the move could help resolve the pending promotions.
Anand recently held discussions with officers from the 1991, 1995 and 1996 batches who are awaiting promotion from Deputy Superintendent of Police (DSP) to Additional Superintendent of Police (Additional SP). The issue has been complicated by seniority disputes, court cases, zonal issues and administrative matters.
37 DSPs Await Promotion as Additional SPs
According to reports, 37 DSP-rank officers from the 1991, 1995 and 1996 batches are awaiting promotion to Additional SP posts.

The DGP said there are 37 vacant Additional SP posts and indicated that the promotions could be taken up if the pending legal disputes are resolved and the concerned officers cooperate.
The pending issue involves:
- Seniority differences between officers from different zones
- Court cases related to promotions
- Vacancies in the Additional SP rank
- Administrative and zonal issues arising over several years
DGP Explains Committee Findings to Officers
Anand held discussions with officers from Warangal Zone, Hyderabad City and Hyderabad Range, explaining the applicable seniority rules and the findings of a committee constituted to examine the matter.
He said he had previously examined some of the officers’ representations while serving as Home Secretary and wanted to find a solution to the long-standing issue.
The DGP has asked the officers to consider withdrawing their cases and said he would pursue the matter with the state government, including taking it up with Chief Minister A. Revanth Reddy if required.
Officers Given Time to Decide on Cases
Following the discussions, officers were given time to convey their views on withdrawing the cases.
Reports said officers from the Warangal Zone indicated their willingness to withdraw their cases, while officers from the Hyderabad zone also expressed a positive response.
The DGP has said that promotions would be considered in accordance with seniority and applicable rules, with the process potentially being taken up in phases.
Committee Examined Seniority and Vacancy Disputes
Anand had constituted a committee in July 2026 to examine complaints relating to seniority, vacancies and related issues involving police officers.
The dispute has its roots in changes to the seniority arrangements for police inspectors, including issues concerning vacancies in the erstwhile Warangal Range. Reports said officers had raised objections to how these vacancies were accounted for while revising the seniority position.
The latest discussions are aimed at finding an administrative resolution to the promotion issue while the related legal proceedings remain pending.
