IAS Laya Madduri Appointed Director in Economic Affairs; Assam Undergoes Major Bureaucratic Reshuffle

In a significant bureaucratic move, Ms. Laya Madduri (2010-batch IAS officer) has been relieved from the Assam government and placed at the disposal of the Government of India for her appointment as Director in the Department of Economic Affairs, Delhi.

Ms. Madduri was serving as the Secretary to the Government of Assam, Finance Department, with an additional charge as Managing Director of Assam Financial Corporation. She will assume her new role after completing the formal handover process in Assam.

Major Administrative Reshuffle in Assam

Several senior and mid-level officers have been transferred across departments to enhance administrative efficiency.

Zilla Parishad Transfers

  • Mr. Ananta Kumar Gogoi , ACS (Assam Civil Services), has been moved from CEO, Zilla Parishad, Golaghat, to CEO, Zilla Parishad, Morigaon.
  • Ms. Ditimoni Pegu, ACS, has been transferred from CEO, Zilla Parishad, Majuli, and Registrar, Majuli University of Culture (additional charge), to Joint Secretary, Labour Welfare Department.
  • Mr. Bipul Kumar Das, ACS, has been reassigned from CEO, Zilla Parishad, Jorhat, to CEO, Zilla Parishad, Golaghat.
  • Mr. Sanjib Kumar Borah, ACS, has been posted as CEO, Zilla Parishad, Majuli, with an additional charge as Registrar, Majuli University of Culture.

Additional District Commissioner and Other Key Transfers

  • Mr. Garga Mohan Das, ACS, has been transferred from Additional District Commissioner, Sonitpur, to Additional District Commissioner, Kamrup.
  • Mr. Priyanshu Bharadwaj, ACS, has been moved from Co-District Commissioner, New Guwahati, Kamrup (M), to Additional District Commissioner, Kamrup.
  • Mr. Oswin Nampui, ACS, has been posted as Deputy Secretary, Tribal Affairs (P) Department, Assam, canceling the earlier notification from March 20, 2025.
  • Ms. Nitisha Bora, ACS, has been transferred from Additional District Commissioner, Nalbari, to Additional District Commissioner, Morigaon.
  • Mr. Kamal Baruah, ACS, has been transferred from Additional District Commissioner, Kamrup, to Co-District Commissioner, Jagiroad.
  • Mr. Biman Das, ACS, has been moved from Co-District Commissioner, Jagiroad, to Additional District Commissioner, Baksa.
  • Mr. Chinmoy Pathak, ACS, has been transferred from Additional District Commissioner, Tinsukia, to Deputy Secretary, Personnel Department, Assam.

Assistant Commissioner Transfers

  • Ms. Dharitri Kakati Amphi, ACS, has been transferred from Assistant Commissioner, Barpeta, to Assistant Commissioner, Baksa.
  • Mr. Kritartha Neog, ACS, has been moved from Assistant Commissioner, Jorhat, to Assistant Commissioner, Doomdooma, Tinsukia.
  • Ms. Barsha Talukdar, ACS, has been reassigned from Assistant Commissioner, Naduar, Sonitpur, to Assistant Commissioner, Dibrugarh.
  • Mr. Monjit Doley, ACS, has been transferred from Assistant Commissioner, Doomdooma, Tinsukia, to Assistant Commissioner, Jorhat.

The large-scale reshuffle aims to enhance governance, strengthen grassroots administration, and streamline public service delivery. The appointment of Ms. Laya Madduri at the central level further underscores Assam’s growing role in national policymaking.
