Major IAS Reshuffle in Bihar Ahead of Elections: 7 Officers Transferred; Dr. Chandrashekhar Singh Appointed Secretary to CM Secretariat

Patna: In a significant administrative reshuffle ahead of the upcoming elections, the Bihar government has transferred seven Indian Administrative Service (IAS) officers and reassigned key positions in the state. The General Administration Department issued an official notification on Friday outlining the new appointments.

Dr. Chandrashekhar Singh Appointed Secretary to CM Secretariat

2010 batch IAS officer Dr Singh, who previously served as the Patna Divisional Commissioner, has been appointed Secretary to the Chief Minister’s Secretariat. Alongside this crucial assignment, he will also hold the additional charges of:

  • Secretary, Disaster Management Department
  • Chairman, Bihar State Bridge Construction Corporation

Interestingly, Dr. Singh has also returned as the District Magistrate (DM) of Patna, replacing Kapil Ashok. This marks his reappointment to a familiar role in the state capital.

Animesh Parashar Takes Over as Patna Divisional Commissioner

2010 batch IAS officer Animesh Parashar, who served as the Municipal Commissioner of Patna Municipal Corporation, has now been appointed as the Divisional Commissioner of Patna. He will also hold the additional charge of Managing Director of BUIDCO (Bihar Urban Infrastructure Development Corporation).

Other Key Transfers and Appointments

  • Aditya Prakash, 2014 batch IAS officer, has been appointed as Secretary, Health Department, taking over a vital portfolio in the state administration.
  • Yashpal Meena, also 2014 batch IAS officer and previously Secretary in the Health Department, will now serve as the Municipal Commissioner of Patna.
  • 2011 batch IAS officer Kapil Ashok, former DM of Patna and current MD of Bihar State Road Development Corporation, has been given additional charge as Managing Director of CONFED.
  • Himanshu Sharma, also 2011 batch IAS officer and CEO of Jeevika, has been given additional charge as Special Secretary in the Health Department.
  • 2023 batch IAS officer Kritika Mishra, SDM of Pakadiyal (East Champaran), will now serve as SDM of Gogri in Khagaria district.
  • 2023 batch IAS officer Pradyumna Singh Yadav, current SDM of Gogri, has been appointed as Additional Municipal Commissioner of Patna Municipal Corporation.

Election-Season Timing Raises Eyebrows

The timing of this reshuffle is seen as a strategic move by the state government in the run-up to the elections. Repositioning trusted and experienced officers in key roles may be aimed at streamlining governance, boosting administrative efficiency, and addressing public service delivery more effectively in sensitive urban and rural areas.
