1988 batch IAS officer of Haryana cadre, Mr T V S N Prasad holds three top most important posts chief secretary, home secretary and financial commissioner, revenue (FCR).
The officials of Haryana Administration are raising questions about the “propriety” of his continuity in the roles.
Originally Prasad has the responsibility of financial commissioner, Revenue, and has additional charge as the home secretary and chief secretary.
The Haryana chief minister’s media secretary Praveen Attrey also made it clear that holding 2-3 posts is not against any rules.
Mr. Prasad has been holding the responsibility of state home department since August 2022. In September 2023 he was given the additional responsibility of additional chief secretary (revenue) with additional charge of home secretary.
He has responsibilities of some important departments as the chief secretary. He looks after the general administration, human resources, personnel and training, parliamentary affairs and vigilance.
Mr Prasad as the financial Commissioner ( revenue) is also the administrative head of all sub divisional magistrates (SDMs). SDMs play an important role of assistant returning officers (AROs) during Lok sabha elections. With Deputy Commissioners playing the role of returning officers.
The chief secretary was changed just after 3 days of change in chief minister from Manohar Lal Khattar to Nayab Singh Saini.
Mr Prasad will be made the chief secretary after Sanjeev Kaushal. Mr Kaushal was 1986 batch IAS senior most officer. He was to be replaced by another senior most IAS officer. Mr Prasad also has his retirement due on 31st of October.
