Kolkata/New Delhi: The Centre has approved a six-month extension in service for West Bengal Chief Secretary Manoj Kumar Agarwal (IAS:1990:West Bengal), allowing him to continue in office from August 1, 2026, to January 31, 2027. The extension was cleared by the Department of Personnel and Training (DoPT) after the West Bengal government submitted a proposal on July 15 seeking continuity in the state’s top bureaucratic position.
Agarwal, who was due to retire on July 31, 2026, took charge as the Chief Secretary on May 11, 2026. Officials said the extension will ensure administrative stability as the state government continues implementing several key governance initiatives and flagship programmes.
Centre Clears Six-Month Extension
According to the DoPT order, Mr Agarwal’s tenure has been extended for six months beyond his scheduled retirement date.
Senior officials said the extension was considered necessary to maintain continuity in governance, particularly as the Chief Secretary is overseeing multiple important administrative reforms, inter-departmental coordination mechanisms and implementation of major welfare programmes.
The West Bengal government had formally sought the extension earlier this month.
Who Is IAS Manoj Kumar Agarwal?
Mr Agarwal is a 1990-batch IAS officer of the West Bengal cadre with more than 36 years of administrative experience.
Born on July 8, 1966, he hails from Uttar Pradesh. He completed his schooling at La Martiniere College, Lucknow, before graduating with a B.Tech in Mechanical Engineering from IIT Kanpur.
Over the course of his distinguished career, he has handled nearly 27 important assignments across district administration, the West Bengal government and the Central Government.
Administrative Journey Spanning Three Decades
IAS Agarwal began his administrative career as Additional District Magistrate in the then Burdwan district before moving through several important field and secretariat assignments.
Among his major district postings were:
- District Magistrate, North Dinajpur (1999–2001)
- District Magistrate, Bardhaman (2001–2003)
His extensive experience in district administration laid the foundation for several senior policy-making roles later in his career.

Throughout his career, IAS Agarwal has handled several important departments in the state government, including:

Apart from state assignments, Mr Agarwal also served on Central deputation in New Delhi.

- Various positions in the Delhi Development Authority (DDA)
These assignments added significant experience in both policy formulation and urban administration.
Chief Electoral Officer Before Becoming Chief Secretary
In March 2025, IAS Agarwal was appointed as the Chief Electoral Officer (CEO) of West Bengal, succeeding a revised panel process initiated by the Election Commission.
The appointment attracted national attention after the Election Commission reportedly rejected the state’s initial panel and sought officers who would remain in service beyond the 2026 Assembly elections.
As CEO, he supervised the politically sensitive Special Intensive Revision (SIR) of electoral rolls.
Political Controversies During CEO Tenure
His tenure as Chief Electoral Officer became politically contentious during the electoral roll revision exercise.
The Trinamool Congress (TMC), led by former Chief Minister Mamata Banerjee, accused him of bias and lodged complaints before the Election Commission alleging partisan conduct.
The controversy also revived references to a disproportionate assets case registered by the CBI in 2013.
The agency had alleged that Agarwal and his wife possessed assets disproportionate to their known sources of income. However:
- He was acquitted by a Delhi court in 2018.
- The CBI later challenged the acquittal before the Delhi High Court, where the matter remains pending.
Despite the political criticism, Agarwal has continued to be regarded within bureaucratic circles as an experienced and independent administrator.
Appointment as Chief Secretary
Following the formation of the new government in West Bengal, Mr Agarwal was appointed Chief Secretary on May 11, 2026, succeeding Dushyant Nariala, who was shifted to New Delhi as the Principal Resident Commissioner.
Before assuming the state’s top bureaucratic office, Agarwal was serving as Chief Electoral Officer and ex-officio Additional Chief Secretary, Home and Hill Affairs Department.
His appointment was viewed as an important administrative decision aimed at ensuring experienced leadership during a crucial transition period.

Officials believe the six-month extension will help maintain continuity in governance while several important government programmes are under implementation.

His continuation as Chief Secretary until January 31, 2027, is expected to provide administrative stability while the state government pursues its governance and development agenda.
