Ladakh Assigns Key Departments to 2 IAS Officers, Shurbir Singh Gets Additional Charge of Divisional Commissioner

Srinagar/Ladakh: The administration of Ladakh has issued fresh orders assigning important departmental responsibilities to two Indian Administrative Service officers, strengthening the administrative framework across critical governance sectors in the Union Territory.

The new orders, which take immediate effect, entrust senior and mid-career officers with departments linked to revenue administration, taxation, urban development, water resources and treasury management. Officials said the move is aimed at improving coordination and ensuring efficient delivery of public services across key departments.

Shurbir Singh Given Charge of Multiple Core Departments

According to official orders, Shurbir Singh, a 2004 batch AGMUT cadre IAS officer, has been entrusted with several major departments that play a central role in Ladakh’s administration.

His new responsibilities include:

  • Revenue Department
  • Public Health Engineering
  • Irrigation and Flood Control
  • Housing and Urban Development Department

In addition to these assignments, he has also been given additional charge of Divisional Commissioner, a role that carries wider supervisory and coordination responsibilities across district administration.

Officials said the expanded portfolio places him at the centre of several critical governance sectors, particularly those linked to land administration, urban planning, water management and regional coordination.

Strategic Importance of Departments Under Shurbir Singh

The Revenue Department remains one of the most sensitive administrative wings in the Union Territory, particularly in Ladakh where land records, development permissions and public infrastructure projects require close coordination.

Similarly, Public Health Engineering and Irrigation departments are crucial because Ladakh’s difficult terrain and harsh climatic conditions demand efficient water supply systems and sustainable resource management.

Housing and Urban Development has also gained importance due to expanding urban needs in Leh and Kargil.

The additional charge of Divisional Commissioner further strengthens administrative oversight at a time when Ladakh continues to balance development needs with ecological sensitivity.

Nitish Rajora Appointed Commissioner of State Taxes and Excise

In a separate order, Nitish Rajora, a 2021 batch AGMUT cadre IAS officer, has been appointed as Commissioner of State Taxes and Excise.

Alongside this role, he has also been assigned additional responsibilities as:

  • Director, Accounts and Treasuries
  • Director, Housing and Urban Local Bodies

These responsibilities place him in charge of important financial and urban governance sectors.

Financial Administration and Urban Governance Under Nitish Rajora

As Commissioner of State Taxes and Excise, Nitish Rajora will oversee tax administration and revenue mobilisation in the Union Territory.

The additional responsibility of Accounts and Treasuries gives him a key role in public financial management, including treasury operations and expenditure monitoring.

His assignment in Housing and Urban Local Bodies is also significant because urban local governance has become increasingly important in Ladakh’s growing administrative structure.

Officials said this integrated responsibility is expected to improve departmental coordination and financial efficiency.

Administrative Strengthening in Ladakh

The latest postings are being seen as part of the UT administration’s continuing effort to streamline governance by placing experienced officers in departments that directly influence infrastructure delivery, public finance and regional development.

Ladakh, being a strategically important Union Territory, requires close administrative monitoring across departments dealing with land, water, urban development and fiscal management.

Officials believe the fresh assignments will help improve decision-making speed and departmental integration.
