13 IAS Officers Transferred in Uttar Pradesh: Indra Vikram Singh Appointed Gorakhpur Commissioner; 4 Divisional Commissioners Reshuffled

The Uttar Pradesh government has transferred 13 IAS officers, reshuffling four Divisional Commissioners and assigning key responsibilities in housing, agriculture, energy, home, and industrial development departments.

Lucknow: The Uttar Pradesh government on Tuesday carried out a significant bureaucratic reshuffle, transferring 13 IAS officers, including four Divisional Commissioners, while making key changes in the Housing, Agriculture, Energy, Home, Industrial Development and Public Works departments.

The transfer list, issued around 3:15 PM, includes new postings for the Divisional Commissioners of Gorakhpur, Prayagraj, Bareilly and Basti, besides reshuffling senior officers heading important government departments and public sector undertakings.

Major Changes in Gorakhpur

One of the most prominent changes is the appointment of 2009 batch IAS officer Indra Vikram Singh as the new Divisional Commissioner of Gorakhpur.

Previously serving as Secretary, Agriculture, Agricultural Marketing, Agricultural Foreign Trade & Export Promotion Department, besides holding charge as Director of the State Agricultural Produce Mandi Council, Indra Vikram Singh replaces Anil Dhingra.

2008 batch IAS officer Anil Dhingra has been appointed Housing Commissioner of the Uttar Pradesh Housing and Development Board. He has also been entrusted with the responsibilities of Director, Urban Land Ceiling, and Secretary, Housing and Urban Planning Department.

Meanwhile, Ravindra (Ravinder Kumar), an IAS officer of 1999 batch and Principal Secretary of the Agriculture Department, has been given additional charge as Director of the State Agricultural Produce Mandi Council.

Changes in Basti and Bareilly

The government has also reshuffled key administrative positions in Basti and Bareilly divisions.

Vaibhav Srivastava, who was serving as Managing Director of PCDF, has been appointed Divisional Commissioner, Basti.

Replacing him, Prakash Bindu, Secretary in the Home and Vigilance Department, has been posted as Managing Director, PCDF.

In Bareilly, Bhupendra S. Chaudhary has been shifted from the post of Divisional Commissioner and appointed Secretary, Administrative Reforms Department.

He will be succeeded by Shambhu Kumar, who has been transferred from the post of Managing Director, Purvanchal Vidyut Vitran Nigam Limited (PVVNL).

Prayagraj Gets New Divisional Commissioner

The government has appointed 2005 batch IAS officer Dr. Lokesh M., who was serving as Secretary, Public Works Department (PWD), as the new Divisional Commissioner of Prayagraj.

Outgoing Prayagraj Commissioner Saumya Agarwal, an IAS officer of 2008 batch, has been appointed Labour Commissioner, Uttar Pradesh.

Meanwhile, Sandeep Kumar (2014 batch), Member (Judicial), Board of Revenue, Prayagraj, has been posted as Managing Director of Purvanchal Vidyut Vitran Nigam Limited.

Noida, Housing and Industrial Development See Key Changes

The reshuffle also includes changes in Noida and industrial development.

Pushp Raj Singh, Secretary of the Gorakhpur Development Authority, has been appointed Additional Chief Executive Officer (ACEO), Noida.

Satish Pal, who was serving as ACEO, Noida, has been transferred as Special Secretary, Home Department.

Another significant appointment is that of Dr. Balkar Singh, who has been shifted from his responsibilities as Housing Commissioner, Director (Urban Land Ceiling) and Secretary, Housing and Urban Planning Department to become the Chief Executive Officer (CEO) of the Uttar Pradesh State Industrial Development Authority (UPSIDA).

Government Calls It Routine Administrative Exercise

The Uttar Pradesh government described the transfers as a routine administrative reshuffle aimed at improving governance and administrative efficiency.

The latest changes are expected to strengthen administration across key divisions while ensuring smoother coordination in sectors such as housing, agriculture, energy distribution, industrial development and public administration.
