Lucknow: The Yogi Adityanath led Uttar Pradesh government has transferred 10 senior IAS officers in a major administrative reshuffle, bringing significant changes in the leadership of key departments including health, energy, higher education, agriculture, panchayati raj, food and civil supplies, tourism, transport and labour.
The reshuffle, involving three Additional Chief Secretary-level officers and seven Principal Secretary-level officers, was ordered on September 20, 2026. The changes include the removal of Amit Kumar Ghosh from the health portfolio and the shifting of Additional Chief Secretary Ashish Kumar Goel out of the energy department.
Ghosh has been moved to higher education, while Goel has been appointed Additional Chief Secretary, Labour and Employment. Ranvir Prasad has been brought in to head the energy and additional energy departments and will also take charge of several major state power-sector corporations.
The reshuffle also changes the administrative leadership of medical health and medical education, forest and environment, agriculture, panchayati raj, food and civil supplies, technical education and transport.
Amit Kumar Ghosh Moved From Health to Higher Education
1994 batch IAS officer and Additional Chief Secretary Amit Kumar Ghosh, who was handling Medical Health and Family Welfare as well as Medical Education, has been transferred to the Higher Education Department as Additional Chief Secretary.
Before the reshuffle, Ghosh was among the senior-most officers overseeing the state’s health and medical education administration.
His move comes alongside a change in the leadership of the health portfolio, with V Hekali Zhimomi taking over as Principal Secretary for Medical Health and Family Welfare and Medical Education.
V Hekali Zhimomi Gets Health and Medical Education
1996 batch IAS officer V Hekali Zhimomi, who was serving as Principal Secretary, Forest, Environment and Climate Change, has been shifted to the health sector.
She has been appointed Principal Secretary, Medical Health and Family Welfare, and Principal Secretary, Medical Education.
The move places Zhimomi in charge of two major areas of the state’s health administration, including the medical education system.
Following the reshuffle, Mahendra Prasad Agarwal has been moved into the Forest, Environment and Climate Change Department.
Ashish Kumar Goel Moved Out of Energy
Another major change involves Additional Chief Secretary Ashish Kumar Goel, an IAS officer of 1995 batch, who has been shifted from the Energy Department to Labour and Employment.
Goel was serving as Additional Chief Secretary, Energy and Additional Energy Sources, while also holding the chairmanship of key power-sector entities, including the Uttar Pradesh Power Corporation Limited (UPPCL), Uttar Pradesh Power Transmission Corporation Limited and Uttar Pradesh Rajya Vidyut Utpadan Nigam Limited.
He was also holding the responsibility of Resident Commissioner, New Delhi.
Under the new arrangement, Goel has been appointed Additional Chief Secretary, Labour and Employment.
Ranvir Prasad Gets Energy and Power Corporations
2000 batch IAS officer Ranvir Prasad, who was serving as Principal Secretary, Food and Civil Supplies and Food Commissioner, has been moved to the Energy Department.
He has been appointed Principal Secretary, Energy and Additional Energy Sources.
Along with the departmental charge, Prasad will also head the state’s major power-sector corporations.
His new responsibilities include chairmanship of:
- Uttar Pradesh Power Corporation Limited (UPPCL)
- Uttar Pradesh Power Transmission Corporation Limited
- Uttar Pradesh Rajya Vidyut Utpadan Nigam Limited
- Uttar Pradesh State Load Despatch Centre (UPSLDC)
The change gives Prasad a broad administrative role across the state’s power generation, transmission, distribution and system-load management structure.
Mahendra Prasad Agarwal Gets Forest and Environment
1997 batch IAS officer Mahendra Prasad Agarwal, who was serving as Principal Secretary, Higher Education, has been transferred to the Forest, Environment and Climate Change Department.
He will now serve as Principal Secretary of the department, taking over the portfolio vacated by V Hekali Zhimomi.
The change also forms part of the government’s wider redistribution of senior-level portfolios across major development and regulatory departments.
Ravindra Shifted to Panchayati Raj
1999 batch IAS officer Ravindra, who was handling the Agriculture Department, has been moved to Panchayati Raj.
He has been appointed Principal Secretary, Panchayati Raj Department.
His transfer comes alongside the movement of M.K.S. Sundaram into the agriculture portfolio, creating a change in the administrative leadership of both departments.
M.K.S. Sundaram Gets Agriculture Portfolio
1997 batch IAS officer M.K.S. Sundaram, who was serving as Principal Secretary, Labour and Employment and Technical Education, has been posted as Principal Secretary, Agriculture.
His new responsibilities also include Agriculture Education and Research, Agriculture Marketing, and Agricultural Foreign Trade and Export Promotion.
The reshuffle therefore brings together several agriculture-related functions under Sundaram, including education and research as well as marketing and export promotion.
Anil Kumar Moves to Food and Civil Supplies
1998 batch IAS officer Anil Kumar, who was serving as Principal Secretary, Panchayati Raj, has been shifted to the Food and Civil Supplies Department.
He has been appointed Principal Secretary, Food and Civil Supplies, and will also serve as Commissioner, Food and Civil Supplies and Consumer Affairs.
The move shifts the senior officer from rural local governance to one of the state’s key departments dealing with food distribution, supplies and consumer-related administration.
Amrit Abhijat Gets Additional Transport Charge
1995 batch IAS officer and Additional Chief Secretary Amrit Abhijat, who is serving as Additional Chief Secretary, Tourism, Culture and Religious Affairs, has been given additional responsibility for the Transport Department.
He will continue with his existing responsibilities while also holding the additional charge of Additional Chief Secretary, Transport.
The decision adds another major public-facing department to his existing portfolio.
Amit Gupta Gets Additional Technical Education Charge
2000 batch IAS officer Amit Gupta, who was serving as Principal Secretary, Stamp and Registration, has been given additional charge of the Technical Education Department.
He will continue to hold his existing responsibilities while taking on the additional portfolio.
The change follows the movement of M.K.S. Sundaram from the labour and technical education portfolios to agriculture and allied responsibilities.
