ACC Approves Key Bureaucratic Changes: V Jaya Chandra Bhanu Reddy, Sagar Singh Kalsi and Deepak Grewal

The Centre has approved three key personnel decisions involving a 2011-batch Tamil Nadu IAS officer, a 2010-batch AGMUT IPS officer and a 1998-batch railway engineer.

New Delhi: The Central Government has approved three key personnel decisions involving officers from the Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Railway Service of Electrical Engineers (IRSEE).

The decisions include the premature repatriation of V Jaya Chandra Bhanu Reddy, IAS (2011), to his parent Tamil Nadu cadre; the appointment of Sagar Singh Kalsi, IPS (2010), as Director in the Ministry of Power on a lateral shift basis; and the deputation of Deepak Grewal, IRSEE (1998), to the Haryana Rail Infrastructure Development Corporation Limited (HRIDCL).

The three orders were issued in August and September 2026 and cover central deputation, repatriation and inter-ministerial posting arrangements.

V Jaya Chandra Bhanu Reddy Repatriated to Parent Cadre

V Jaya Chandra Bhanu Reddy, IAS (2011), who was serving as Director in the Department of Animal Husbandry and Dairying, has been prematurely repatriated to his parent cadre.

The repatriation has been approved on personal grounds, with the provision of “extended cooling off”.

The order concerning the 2011-batch Tamil Nadu cadre officer was issued on August 17, 2026.

Reddy had been serving at the Centre as Director in the Department of Animal Husbandry and Dairying. With the premature repatriation, he will return to his parent Tamil Nadu cadre, subject to the applicable provisions relating to the extended cooling-off period.

The decision comes as a personnel movement at the senior level of the central government, with the officer’s central deputation ending before its originally scheduled completion.

Sagar Singh Kalsi Appointed Director in Ministry of Power

Sagar Singh Kalsi, IPS (2010), has been appointed as Director in the Ministry of Power.

The appointment has been made on a lateral shift basis and will continue up to February 23, 2030.

The September 17, 2026 order concerns the 2010-batch AGMUT cadre IPS officer and places him in a Director-level role in the Ministry of Power.

The appointment represents a shift in Kalsi’s central government assignment and brings him into the administrative structure of the Ministry of Power for the specified tenure.

The order provides that his tenure in the new assignment will run up to February 23, 2030.

Deepak Grewal Gets Deputation to HRIDCL

The Appointments Committee of the Cabinet (ACC) has also approved the deputation of Deepak Grewal, IRSEE (1998), to the Haryana Rail Infrastructure Development Corporation Limited (HRIDCL).

The deputation has been approved for a period of three years.

The decision has been taken in relaxation of the applicable deputation policy.

HRIDCL is the state-level rail infrastructure development corporation involved in projects relating to railway infrastructure in Haryana. Grewal’s deputation places a 1998-batch officer of the Indian Railway Service of Electrical Engineers in the organisation for the approved three-year period.

The ACC’s approval provides the administrative clearance for his movement on deputation to HRIDCL.

Three Personnel Decisions Across Different Services

The three decisions involve different forms of central and inter-governmental personnel movement.

V Jaya Chandra Bhanu Reddy is being sent back to his parent Tamil Nadu cadre before completion of his central assignment, with extended cooling-off provisions.

Sagar Singh Kalsi is moving to the Ministry of Power as Director on a lateral shift basis, with the assignment approved until February 23, 2030.

Meanwhile, Deepak Grewal is being deputed to HRIDCL for three years, with the ACC approving the move in relaxation of the applicable policy.

Together, the orders reflect continuing changes in the deployment of officers across the Central Government, state cadres and public-sector infrastructure organisations.
