New Delhi: In a fresh round of senior bureaucratic appointments under the Central Staffing Scheme, the Appointments Committee of the Cabinet (ACC) has cleared the appointments of two Indian Administrative Service (IAS) officers to key positions in the Ministry of Finance.
Swagat Bhandari Named Director in Department of Financial Services
Swagat Ranveerchand Bhandari (IAS:2010:KL) has been appointed as Director in the Department of Financial Services (DFS), Ministry of Finance, New Delhi. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday, her central deputation will run until July 29, 2029, completing a five-year tenure including both ex-cadre and CSS postings.
Currently, Bhandari is serving as Officer on Special Duty (OSD) at IIT Kanpur, a position she assumed on July 29, 2024. Prior to that, she served in her cadre state of Kerala as the Managing Director of the Kerala Water Authority, where she oversaw major water supply and sanitation projects.
Isha Khosla Appointed Director in Department of Expenditure
In another significant move, Isha Khosla (IAS:2011:AGMUT) has been appointed as Director in the Department of Expenditure, Ministry of Finance. The appointment is for a five-year tenure under the Central Staffing Scheme from the date she assumes charge, or until further orders, whichever is earlier.
Khosla’s central deputation has been recommended by the Ministry of Home Affairs (MHA). As per DoPT directives, she has been asked to relieve her current responsibilities immediately to take up her new assignment in New Delhi.
These appointments reflect the Finance Ministry’s strategy to bring in experienced IAS officers with proven administrative credentials to key policy and expenditure planning roles.
