Mr. Vinod Kumar Gunjiyal, a 2007-batch Indian Administrative Service (IAS) officer of the Bihar cadre, has been appointed as the Chief Electoral Officer (CEO) of Bihar by the Election Commission of India, in preparation for the upcoming Assembly elections scheduled for October-November 2025. He succeeds Mr. H R Srinivas (1996-batch IAS officer).
Born on January 4, 1979, Mr. Gunjiyal holds a Bachelor’s degree in Mechanical Engineering. Throughout his administrative career, he has held several key positions in the Bihar government, demonstrating versatility and commitment to public service.
Notably, he served as the Secretary of the Prohibition, Excise & Registration Department, where he was responsible for overseeing the enforcement of the state’s prohibition laws and managing excise and registration affairs. His tenure in this role was marked by efforts to strengthen regulatory frameworks and enhance departmental efficiency.
Mr. Gunjiyal has also held the position of Director of the Animal Husbandry Department, contributing to the development of livestock and veterinary services in the state. Additionally, he has been entrusted with the role of Director of the Fisheries Directorate, reflecting his broad administrative experience across various sectors.
In recognition of his service, Mr. Gunjiyal was promoted to the Super Time Scale in the Bihar government, a testament to his dedication and performance in the civil services.
As the newly appointed Chief Electoral Officer of Bihar, Mr. Gunjiyal brings a wealth of experience and a track record of effective administration. His leadership is expected to play a crucial role in ensuring free, fair, and transparent elections in the state.
