Raipur: The Ministry of Micro, Small and Medium Enterprises (MSME) today inaugurated the first-ever two-week residential Induction Training Programme for the newly recruited officers of the Indian Enterprise Development Service (IEDS) cadre. The programme, held at the IIT Roorkee Greater Noida Extension Centre (GNEC), will run from October 6 to 17, 2025, and aims to equip 65 newly selected Assistant Directors (Grade-I and Grade-II) with the skills and knowledge essential to strengthen India’s MSME ecosystem.
Ministerial Leaders Emphasize Integrity and National Vision
Mr. S.C.L. Das, Secretary, Ministry of MSME, congratulated the young officers and emphasized the critical role they will play in nation-building. “We have a goal of becoming Atmanirbhar Bharat. It’s our duty to serve the nation and fulfill the vision of a developed India,” said Mr. Das. He further added, “Integrity and efficiency are the cornerstones of public service, and it’s our responsibility to serve the nation with knowledge and skills.”
Dr. Rajneesh, Additional Secretary and Development Commissioner (MSME), welcomed the officers, highlighting the MSME sector’s vital contribution to India’s economic growth. “The officers joining today are fortunate to be part of this Ministry’s mission. We expect you to learn, grow, and effectively contribute to the MSME sector during this programme,” he stated.

UPSC Member Urges Officers to Embrace Excellence and Ground-Level Engagement
Mr. Bidyut Behari Swain, Member of the Union Public Service Commission, addressed the trainees, encouraging them to strive for excellence. “My message to the trainees is to give your best, be accessible, listen to the grassroots, update your knowledge continuously, and work towards nation-building,” he said, expressing his delight at witnessing the new batch of officers.
Comprehensive Curriculum to Empower New Officers
The induction programme features intensive sessions covering MSME-related laws, government flagship schemes such as PMEGP (Prime Minister’s Employment Generation Programme), RAMP (Revitalizing MSME Performance), ZED (Zero Defect Zero Effect) Certification, and PM Vishwakarma Yojana. Participants will also study government procedures, financial management, public procurement processes, and emerging technologies like Artificial Intelligence (AI), Internet of Things (IoT), and Industry 4.0.
Practical exposure is a key element of the training, with visits planned to MSME institutions and field offices to provide hands-on understanding and experience.

A Milestone in Indian Enterprise Development Service’s Journey
Formed in 2016 following a Union Cabinet approval, the Indian Enterprise Development Service was established to strengthen the Office of Development Commissioner (MSME) and support flagship national initiatives such as Startup India, Stand-up India, and Make in India. This batch represents the first direct recruitment under the cadre through the Union Public Service Commission (UPSC).
Valedictory Session to Feature Senior Dignitaries and Project Presentations
The training programme will culminate on October 17, 2025, with a valedictory session attended by senior officials from the Ministry of MSME. The session will include participant feedback, project presentations, and the distribution of certificates.
