Who Is IFS Raj Kumar Singh? Diplomat Appointed Ambassador to Guatemala, Concurrently Accredited to El Salvador and Honduras

New Delhi: Raj Kumar Singh (IFS: 1996), currently serving as Ambassador of India to the Republic of Guatemala, has been concurrently accredited as the next Ambassador of India to the Republic of El Salvador and the Republic of Honduras, with residence in Guatemala City.

Ambassador Singh assumed charge of his assignment in September 2025, taking on responsibilities across all three countries in Central America, strengthening India’s diplomatic presence in the region.

Educational Background and Early Career

Born on December 10, 1968, Ambassador Singh holds a Master’s degree in History and an M.Phil. in Chinese Studies. He began his career in the Indian Foreign Service in 1996 as an Officer Trainee at the Ministry of External Affairs (MEA), New Delhi.

Extensive Diplomatic Experience at MEA Headquarters

Before his current posting, Singh served as Joint Secretary in the Ministry of External Affairs, New Delhi, from May 2023 to August 2025. Earlier, he was Director at MEA from June 2017 to April 2023, and had held the position of Under Secretary in the PAI and East Africa Divisions between October 2000 and July 2003.

His extensive experience in policy formulation and bilateral relations at headquarters has equipped him with the expertise to manage India’s interests across multiple countries concurrently.

  • Third Secretary (Language Trainee), Embassy of India, Tehran (1998–2000)
  • Second/First Secretary (Political, Commercial, Cultural, Consular and Administrative), Sofia (2003–2006)
  • First Secretary/Counsellor (Political, Economic, Information and Administration), Abu Dhabi (2006–2009)
  • Counsellor/Deputy Chief of Mission, The Hague (2011–2014)
  • Deputy Chief of Mission, Doha (2014–2017)

These postings reflect his strong expertise in political, economic, and administrative diplomacy, as well as multilateral engagement.

Personal Life

Ambassador Singh is married to Mrs. Anjali Singh, and the couple has two sons, Mr. Ishan Singh and Mr. Sarvesh Singh.
