Bhopal: A 2013-batch Indian Forest Service (IFS) officer of the Madhya Pradesh cadre, Vipin Kumar Patel, has reportedly resigned from service, citing personal reasons. However, informed sources and unconfirmed reports suggest that his decision may have followed prolonged and undue pressure allegedly exerted by a senior IFS officer.
Patel, who was posted as Divisional Forest Officer (Working Plan), Jabalpur, is said to have resigned from service with effect from February 4, 2026.
Resignation Letter Circulated, PCCF Yet to Receive It Officially
While Principal Chief Conservator of Forests (PCCF) and Head of Forest Force (HoFF) VN Ambade has not officially received the resignation, a copy of the letter addressed to him surfaced in the Madhya Pradesh cadre IFS officers’ social media group, bringing the matter into the public domain.
Based on the circulated letter, Ambade reportedly directed the Chief Conservator of Forests (CCF), Jabalpur, to personally speak to Patel and ascertain the reasons behind his sudden decision.

Officer Unreachable, CCF Unable to Meet Him
According to sources, the concerned CCF attempted to meet Patel at a hotel in Jabalpur where he was staying, but Patel had checked out before the meeting could take place.
Repeated attempts by The New Indian Express to contact Patel over the phone were unsuccessful.
Sources familiar with the developments said that some of Patel’s close relatives met senior forest department officials in Bhopal to discuss the issue. His relatives, who reside in Bhopal, were reportedly unaware of the exact reasons behind his resignation from the prestigious All India Service.
Alleged Pressure Linked to Anuppur Posting
As per unconfirmed reports, the alleged prolonged pressure faced by Patel is believed to be linked to his tenure as DFO Anuppur. During this period, Patel was involved in several administrative decisions that later became controversial.
The resignation has sent shockwaves through serving and retired IFS officers, as Patel was widely regarded as an efficient, hardworking, and sensitive officer.
Strong Reactions From Serving and Retired IFS Officers
A retired IFS officer expressed deep concern over the development, stating:
“The resignation of Vipin Patel from the Indian Forest Service is both surprising and deeply concerning. He is widely regarded as an efficient, sensitive and down-to-earth officer, who consistently demonstrated commitment to public service and professional integrity.
When an officer of such calibre chooses to step away from the service, it inevitably raises questions about the functioning of the present system. Such decisions are rarely impulsive; they often reflect accumulated pressures, systemic constraints, or a perceived inability to work within existing institutional frameworks.”
The officer further added that the loss of committed officers weakens governance and called for honest introspection and corrective measures within the system.
Another MP cadre IFS officer reacted in the same social media group, writing:
“At least he had the courage to take the decision, whereas I could not, despite being eligible for pension under the old pension system even after 20 years of service.”

Controversial Anuppur Order Sparked Statewide Protests
While serving as DFO Anuppur, Patel issued an order on November 4 revoking higher positions assigned to forest department employees within his jurisdiction. The order directed staff members to return to their original posts, triggering widespread protests.
Following the order, the Madhya Pradesh Employees’ Forum wrote to the Chief Minister opposing the move.
Earlier, on October 15, the Forest Department had issued a directive stating that due to the implementation of 2025 promotion orders, employees were required to return to their original positions, and assigning higher responsibilities could complicate promotion cases.
However, Employees’ Forum state president Ashok Pandey argued that:
- No other forest division had issued such an order
- The DFO was not authorized to issue it
- Only the Chief Conservator of Forests (CCF), Shahdol, had the authority to do so
Pandey also alleged that Patel had been involved in controversies during his postings in Sagar and Satna.

The resignation of a mid-career All India Service officer has once again highlighted concerns regarding institutional pressures, administrative conflicts, and the working environment within government services.
While Patel officially cited personal reasons, the circumstances surrounding his resignation and the allegations of undue pressure have intensified calls for greater transparency, accountability, and internal grievance redressal mechanisms.
