New Delhi: In a significant step to bolster digital security and data protection in India’s national highway operations, the Indian Highways Management Company Limited (IHMCL) has signed a Memorandum of Understanding (MoU) with the National Forensic Sciences University (NFSU). The collaboration will focus on research, training, and consultancy in cyber forensics and digital evidence integrity.
Key Officials and Signing Ceremony
The MoU was signed by:
- A R Chitranshi, Chief Operating Officer, IHMCL
- Dr S O Junare, Campus Director, NFSU Gandhinagar
- The ceremony was attended by senior officials including:
- Santosh Kumar Yadav, Chairman, NHAI
- Vishal Chauhan, Chairman and Managing Director, IHMCL
This partnership represents a concerted effort to strengthen cyber resilience and technological capacity in critical highway systems.

Objectives of the MoU
The agreement aims to:
- Promote academic and research-driven collaboration between IHMCL and NFSU
- Enhance cybersecurity frameworks and institutional capacity for highway operations
- Provide technical guidance for setting up advanced laboratories for CCTV analysis, multimedia examination, and cyber forensics
Conduct specialized training programs in digital forensics, multimedia analysis, and related domains
Technology-Driven Focus Areas
The collaboration will target critical technology initiatives in India’s national highways, including:
- Multi-Lane Free Flow (MLFF) systems
- Advanced Traffic Management Systems (ATMS)
- Automatic Number Plate Recognition (ANPR)
- Traffic Management Systems (TMS)
Weigh-in-Motion (WIM) technology
Other focus areas include:
- Secure camera-based imaging systems
- Encrypted data storage and retrieval
- Cybersecurity audits of critical applications
- Forensic validation and enhancement of imaging accuracy
- Establishment of Security Operations Centre (SOC) services
Research, Development, and Consultancy
Both organizations will also engage in joint research, development, and consultancy projects in mutually agreed areas. Each side will designate a coordinator to monitor implementation and periodically review the progress of activities under the MoU.
The MoU will remain valid for three years and underscores the NHAI’s commitment to building a robust digital ecosystem to support India’s rapidly expanding national highway infrastructure.
