New Delhi: The Ministry of Railways has stepped up preparations for Special Campaign 6 for Disposal of Pending Matters (SCDPM 6), aimed at institutionalising cleanliness, improving workplace management and reducing pendency across railway offices and field units.
The Government of India has launched the campaign in two phases, with the Preparatory Phase running from September 15 to September 30, 2026, followed by the Implementation Phase from October 2 to October 31, 2026.
The campaign will cover railway field units, attached and subordinate offices, public sector undertakings, production units and autonomous bodies.
Special Campaign 6 to Focus on Cleanliness and Pendency
SCDPM 6 has been designed to institutionalise Swachhata and minimise pending matters in government offices.
During the preparatory phase, railway units are working on identifying campaign sites, setting targets and preparing action plans for the implementation phase.
The key focus areas of the campaign include:
- Effective collection, segregation and disposal of e-waste
- Scrap disposal in accordance with the General Financial Rules (GFR)
- Office space management and beautification
- Clearance of pending references and matters
- Process and rule simplification
- Strengthening cleanliness as a routine operational practice
The focus on e-waste disposal will be undertaken in accordance with the E-Waste (Management) Rules, 2022.
Railway Board Intensifies Monitoring of Campaign Preparations
The Railway Board is closely monitoring preparations for SCDPM 6 and has accorded high priority to the campaign.
Detailed guidelines issued by the Department of Administrative Reforms and Public Grievances (DARPG) have been communicated to railway units. These guidelines are intended to facilitate mobilisation of ground-level officials, identification of campaign sites and planning for effective space management.
A D.O. letter from the Secretary, Railway Board, has also been issued to General Managers and Heads of other railway units regarding the campaign.
Detailed instructions have been circulated to ensure participation across the entire railway organisation, including:
- Zonal Railways
- Divisional Offices
- Railway PSUs
- Production Units
- Central Training Institutes
- Attached and subordinate offices
- Other field units and autonomous bodies
More Than 150 Nodal Officers Designated
To ensure coordinated implementation and monitoring, more than 150 nodal officers have been designated across Indian Railways.
These officers will coordinate campaign activities and monitor progress across their respective units.
The monitoring mechanism includes:
- Collection of progress information on a daily basis
- Submission of updates to the Railway Board
- Feeding of information into the DARPG central SCDPM monitoring portal
- Real-time tracking of campaign progress
- Weekly high-level reviews of implementation
The system is intended to provide a coordinated monitoring framework and help railway authorities track progress across different units.
Railways’ Performance During Special Campaign 5.0
The Ministry of Railways had recorded significant progress during the previous Special Campaign 5.0.
According to the ministry, Railways achieved 100% of the identified targets relating to the disposal of public grievances, VIP references and other pending matters.
Key achievements during the previous campaign included:
- 6.06 lakh square feet of space released
- ₹570 crore revenue generated
- 100% achievement of identified targets related to public grievances, VIP references and other pending matters
The experience from the previous campaign is expected to support preparations and implementation of SCDPM 6.
Rail Jan Samvaad to Strengthen Public Engagement
As part of SCDPM 6, the Ministry of Railways will also organise “Rail Jan Samvaad” to strengthen engagement with citizens and facilitate meaningful dialogue with the public.
The initiative follows earlier public engagement programmes organised during previous campaigns:
- Rail Chaupal during SCDPM 4.0
- Amrit Samvaad during SCDPM 5.0
- Rail Jan Samvaad during SCDPM 6.0
The latest initiative is intended to provide another platform for public interaction and engagement during the campaign.
Preparatory Phase Underway Across Railway Units
With the preparatory phase currently underway, railway units are finalising targets against various campaign parameters.
The preparation stage is expected to help units identify areas requiring focused intervention before the main implementation phase begins on October 2.
The ministry is seeking coordinated participation across its extensive network of offices and field establishments to ensure that the campaign results in measurable improvements in cleanliness, space utilisation and disposal of pending matters.
Focus on Institutionalising Swachhata
The Ministry of Railways has reiterated its commitment to making cleanliness an integral part of routine operational practices, rather than limiting it to campaign periods.
Through SCDPM 6, the ministry is focusing not only on physical cleanliness and disposal of waste but also on administrative efficiency through the clearance of pending references, simplification of processes and better utilisation of office space.
With more than 150 nodal officers and participation from railway units across the country, the ministry aims to ensure coordinated implementation and effective monitoring throughout the campaign.
