No Integrated Rural Infrastructure Master Plan Proposed for Each Lok Sabha Constituency: MoRD

MoRD says rural infrastructure and livelihood programmes are being implemented through convergence of schemes, but no constituency-level integrated master plan is currently proposed.

New Delhi: The Ministry of Rural Development is implementing PMGSY, VB-G RAM G and DAY-NRLM to support rural infrastructure, employment, livelihoods and women’s empowerment across the country, including Madhya Pradesh’s Bhind and Datia districts.

States and Union Territories formulate project proposals based on local requirements, covering infrastructure such as roads and sustainable assets, employment generation and livelihood interventions. These programmes are implemented in convergence with various Central and State schemes to accelerate rural development.

Rural Development Through Key Government Schemes

The Ministry is implementing various programmes across the country, including in Madhya Pradesh’s Bhind and Datia districts, with projects planned according to the actual needs of rural communities.

Key programmes include:

  • Pradhan Mantri Gram Sadak Yojana (PMGSY) for rural road infrastructure.
  • Viksit Bharat – Guarantee for Rozgar & Ajeevika Mission (Gramin) (VB-G RAM G) for employment and livelihood-related interventions.
  • Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) for rural livelihoods and women’s empowerment.

No Constituency-Level Integrated Master Plan at Present

Despite the implementation of multiple rural development programmes, MoRD said it currently has no proposal to prepare an integrated master plan for rural infrastructure and livelihood development for each Lok Sabha constituency.

The ministry said project planning is undertaken by States and UTs based on the actual requirements and needs of rural populations.

Multi-Level Monitoring of Rural Development Schemes

MoRD periodically reviews the progress and outcomes of its schemes through:

  • Performance Review Committee meetings
  • National Level Monitors (NLMs)
  • Area Officers’ Schemes
  • Common Review Missions
  • Mid-Term Reviews
  • Labour Budget meetings and revisions
  • Programme Review meetings
  • Concurrent Evaluation
  • Impact Assessment Studies

The ministry also conducts State- and UT-specific reviews and takes action based on their findings.

DISHA Committees for District-Level Coordination

The ministry also constitutes District Level Development Coordination and Monitoring Committees (DISHA), chaired by the respective Members of Parliament.

These committees are intended to improve coordination among elected representatives of Parliament and state legislatures, as well as local governments, including Panchayati Raj Institutions and Urban Local Bodies, for the effective and timely implementation of key Central Sector and Centrally Sponsored Schemes at the district level.
