New Delhi: In a significant development at the top echelons of Indian bureaucracy, the Appointments Committee of the Cabinet (ACC) has approved the grant of the Apex pay scale (Level-17) to two senior Indian Police Service (IPS) officers, marking a major recognition of their leadership roles and contributions in national security and civil aviation security.
Praveen Vashista Gets Apex Scale as Special Secretary (Internal Security)
Praveen Vashista (IPS: BH: 1991), currently serving as Special Secretary (Internal Security) in the Ministry of Home Affairs (MHA), has been granted the Apex Scale. An officer of the 1991 Bihar cadre, Vashista has held several key positions in the central government and security establishment over his career.
His elevation reflects the Centre’s recognition of his contributions to internal security policymaking. He is slated to retire in July 2026.
Rajesh Nirwan of Rajasthan Cadre Also Promoted
Alongside Vashista, Rajesh Nirwan (IPS: RJ: 1992), who currently heads the Bureau of Civil Aviation Security (BCAS) as Director General, has also been granted the Level-17 Apex Pay Scale.
A 1992-batch officer of the Rajasthan cadre, Nirwan’s current assignment plays a critical role in maintaining aviation security standards across Indian airports. His superannuation is scheduled for January 31, 2029, indicating a longer remaining service span.
What Is the Apex Scale?
The Apex Scale (Level-17 in the pay matrix) is one of the highest designations in the civil services, reserved for top leadership roles in the Government of India. Granting of this scale typically reflects:
- The strategic nature of the post held
- Seniority of the officer
- An exemplary service record
- Contributions to national security, governance, and public policy
Both officers are now part of an elite group of IPS officials entrusted with policy-level leadership at the central level.
