Rashmi Ranjan Swain, a senior IPS officer, has been appointed as the Director General of Police (DGP) for the Union Territory of Jammu and Kashmir, effective November 1, 2023. He is currently the Special Director General of the Criminal Investigation Department (CID) of the Jammu and Kashmir Police.
Dilbag Singh (IPS: 1987:AGMUT), the current DGP, is set to retire on October 31, making him the longest-serving Police Chief in Jammu and Kashmir.
The notification read, “RR Swain, IPS (AGMUT:1991) presently posted as Special DG, CID, Jammu & Kashmir will also function as in-charge Director General of Police, Jammu & Kashmir in addition to his existing charge with effect from 01.11.2023 until further orders.”
Swain, who is from Rourkela, formerly served as the Senior Superintendent of Police (SSP) of Srinagar, Jammu, Ramban, Poonch, and Leh at the valley’s peak of terrorism.
On June 15, he was named J&K’s intelligence chief.
