Shillong: The Meghalaya Police has constituted a five-member Special Investigation Team (SIT) to conduct a comprehensive probe into the violence, arson, vandalism and assaults reported in Shillong during and after the Khasi Students’ Union (KSU) two-wheeler rally and black flag march on August 19, 2026.
The SIT has been constituted with immediate effect on the orders of Meghalaya Director General of Police (DGP) Idashisha Nongrang, an IPS officer of 1992 batch, to ensure a fair, impartial and expeditious investigation into the incidents.
The violence reportedly resulted in damage to public and private property and assaults on members of the public as well as police personnel.
The investigation will cover all cases registered in connection with the rally and the subsequent incidents and will examine the circumstances that led to the violence.
Who Is in the Five-Member SIT?
The SIT will be headed by Inspector General of Police (Law & Order) DNR Marak.
The other four members of the investigation team are:
- S. Nongtnger, Deputy Inspector General of Police, Eastern Range
- V Syiem, Superintendent of Police, East Khasi Hills
- Dheeraj Yadav, Superintendent of Police, Cyber
- Bipul Das, Deputy Superintendent of Police (Crime), East Khasi Hills

The DGP’s order also allows additional officers and police personnel to be included in the SIT if required during the course of the investigation.
SIT to Probe Cause and Circumstances Behind Violence
The primary responsibility of the SIT will be to ascertain the cause and circumstances that led to the incidentsduring and after the KSU rally.
The team has been directed to conduct a comprehensive investigation into all cases registered in connection with the rally and the subsequent violence.
One of the objectives is to ensure uniformity in the application of law across the cases arising from the incidents.
The SIT will examine the available evidence and establish the sequence of events leading to the violence, including incidents involving damage to property and assaults on civilians and police personnel.
Police to Identify Those Involved in Violence
A major focus of the investigation will be identifying and apprehending all persons involved in the violence.
The SIT has specifically been tasked with identifying people who participated in the incidents while wearing masks or otherwise attempting to conceal their identities.
It will also investigate the role of individuals who allegedly used two-wheelers with covered or obscured registration number plates.
To identify suspects, investigators will analyse CCTV footage, videos, photographs and other available evidencegathered from the affected areas.
The use of digital and visual evidence is expected to form an important part of the investigation, particularly in cases where the identity of those involved was concealed.
KSU Organisers and Rally Permit Conditions Under Scanner
The SIT will not limit its investigation to individuals allegedly involved in the violence.
It will also examine the role of the organisers and permit-holders of the rally.
Investigators will specifically look into whether the organisers or permit-holders violated any of the conditions under which permission had been granted for the rally.
This aspect of the investigation will help determine whether the events that followed the rally were connected to any alleged breach of the conditions imposed by the authorities.
The team has therefore been tasked with examining both the actions of individuals involved in the violence and the responsibilities of those who organised or were authorised to conduct the rally.
Probe to Cover Arson, Assault and Property Damage
The SIT’s mandate covers the various forms of violence reported during and after the August 19 events.
These include arson, vandalism, damage to public and private property and assaults on members of the public and police personnel.
Rather than conducting separate investigations without coordination, the SIT will examine all cases registered in connection with the rally and subsequent violence.
The objective is to establish a comprehensive picture of what happened, identify those responsible and ensure that the applicable law is enforced consistently.
Time-Bound Investigation Ordered
The DGP has directed the SIT to complete the investigation in a time-bound manner.
The team has been tasked with taking the cases to their logical conclusion and ensuring that justice is delivered in accordance with law.
The order emphasises the need for a fair, impartial and expeditious investigation, indicating that the police leadership intends to closely monitor the probe into the violence.
The SIT can also bring additional officers and personnel into the investigation if the scale or complexity of the cases requires additional resources.
August 19 Shillong Violence
The SIT has been constituted in the aftermath of incidents reported during and after the KSU’s two-wheeler rally and black flag march in Shillong on August 19.
The subsequent violence involved reports of arson, vandalism and assaults, prompting the Meghalaya Police to initiate a coordinated investigation.
The formation of the SIT now brings senior officers from law and order, range policing, district policing, cyber investigation and crime investigation together under a single investigative framework.
The team will examine the evidence, establish the sequence of events, identify those responsible and investigate whether rally organisers or permit-holders violated the conditions imposed by authorities.
