Who Was Ex-IAS Rebecca Suchiang? Meghalaya’s First Khasi Woman Chief Secretary Dies at 64

Former Meghalaya Chief Secretary and 1989 batch IAS officer Rebecca Vanessa Suchiang, the first Khasi woman to hold the state’s top bureaucratic post, died on August 18 at 64 while undergoing treatment for cancer.

Shillong: Former Meghalaya Chief Secretary Rebecca Vanessa Suchiang, who made history as the first Khasi woman and first indigenous tribal woman to serve as the state’s Chief Secretary, passed away on Tuesday, August 18, 2026. She was 64.

Ms Suchiang had been battling cancer for more than two years and had been undergoing treatment in Shillong. She died while receiving medical care at the North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences (NEIGRIHMS).

Her death has brought an end to the career of one of Meghalaya’s most prominent civil servants, who served the state administration for more than three decades and went on to hold several of its most important constitutional and administrative positions.

CM Conrad Sangma Mourns Former Chief Secretary

Meghalaya Chief Minister Conrad K. Sangma expressed deep sorrow over the demise of former Chief Secretary, describing her as the first indigenous woman to hold the state’s top bureaucratic post. 

Recalling her contribution to Meghalaya, CM Sangma said Suchiang took courageous decisions during challenging periods and earned the respect of her colleagues through her leadership, while also serving as a source of guidance and inspiration for younger officers. 

He further noted that she remained committed to her responsibilities despite facing health challenges and fought bravely through her illness. “Her service and dedication to the state will be remembered,” Sangma said, while conveying his heartfelt condolences to her family and loved ones. Rebecca V. Suchiang was born on July 27, 1962, and passed away on August 18, 2026.

Who Was Rebecca Vanessa Suchiang?

Rebecca Vanessa Suchiang, born on July 27, 1962, was a senior Indian Administrative Service officer of the Assam-Meghalaya cadre.

She belonged to the 1989 batch of the IAS and served in the state administration for over three decades.

Ms  Suchiang became a landmark figure in Meghalaya’s administrative history when she was appointed Chief Secretary in September 2021. Her elevation was significant not only because she became the state’s first woman Chief Secretary from the indigenous Khasi-Jaintia community, but also because she represented a major milestone for women in the state’s highest levels of administration.

After retiring from active IAS service, she continued her association with public administration and transparency institutions, becoming Meghalaya’s first woman Chief Information Commissioner (CIC) in April 2025.

From Forest Service Aspirant to IAS Officer

Suchiang’s journey into the civil services began with the Indian Forest Service examination.

She initially cleared the IFS examination but subsequently chose to compete for the Indian Administrative Service and entered the IAS.

Her academic background was closely connected with the environment and natural resources. She held an M.Sc. in Botany and a Post Graduate Diploma in Forestry.

She subsequently joined the IAS as a 1989-batch regular recruit of the Assam-Meghalaya cadre.

Rise Through Meghalaya’s Administration

During her long administrative career, Suchiang handled several important responsibilities in the Meghalaya government.

Before reaching the position of Chief Secretary, she served as Additional Chief Secretary and handled key portfolios including Finance, Home (Police), Personnel and Administrative Reforms, and Cabinet Affairs.

These departments placed her at the centre of some of the state’s most important administrative, financial, security and policy decisions.

Her career was marked by assignments involving both administrative management and policy implementation, eventually leading to her elevation to the highest bureaucratic position in the state.

First Khasi Woman Chief Secretary of Meghalaya

Suchiang took charge as Chief Secretary of Meghalaya on September 30, 2021, succeeding M.S. Rao.

Her appointment marked a historic milestone for the state. She became the first Khasi woman to serve as Meghalaya’s Chief Secretary and was also recognised as the first indigenous tribal woman to hold the post.

Her appointment placed a woman from the state’s indigenous Khasi community at the head of Meghalaya’s administrative machinery.

During her tenure as Chief Secretary, she also served as the State Vigilance Commissioner, adding another significant responsibility to her role.

Her tenure at the top of the bureaucracy was seen as an important chapter in Meghalaya’s administrative history, particularly in terms of representation of indigenous communities and women in senior government positions.

First Woman Chief Information Commissioner

Suchiang continued to serve the public after her retirement from the IAS.

On April 3, 2025, she was sworn in as Meghalaya’s first woman Chief Information Commissioner.

The appointment marked another first in her career and extended her public service into the field of transparency and citizens’ access to information.

Her transition from Chief Secretary to Chief Information Commissioner reflected the continued confidence placed in her administrative experience and institutional knowledge.

A Career Spanning More Than Three Decades

Suchiang’s career in government spanned more than 30 years.

Her experience covered some of the most important areas of state administration, including finance, policing, personnel management, administrative reforms and Cabinet affairs.

Her career also combined her academic interest in botany and forestry with broader responsibilities in public administration.

As Chief Secretary, she became one of the most senior and visible representatives of Meghalaya’s civil service, while her later appointment as Chief Information Commissioner extended her contribution to public institutions beyond her IAS career.

Battle With Cancer

Suchiang had been battling cancer for more than two years.

Despite her prolonged illness, she continued to remain associated with public service and institutional responsibilities.

She eventually passed away on the morning of August 18, 2026, while undergoing treatment at NEIGRIHMS in Shillong.

Her death at the age of 64 has been widely mourned across Meghalaya, particularly among those who worked with her during her long career in the state administration.

A Historic Legacy in Meghalaya

Rebecca Suchiang leaves behind a distinctive legacy in Meghalaya’s civil service.

She broke an important barrier by becoming the first Khasi woman to occupy the state’s highest bureaucratic position. Her subsequent appointment as the state’s first woman Chief Information Commissioner added another milestone to her career.

Her journey from clearing the Indian Forest Service examination to joining the IAS, handling key state portfolios, becoming Chief Secretary and later taking charge as Chief Information Commissioner reflects a career marked by steady progression through some of the state’s most important institutions.

For Meghalaya, her passing marks the loss of a senior administrator who became a symbol of women’s representation and indigenous leadership in the state’s highest levels of governance.
