Chandigarh: The mysterious death of Haryana Additional Director General of Police (ADGP) Y. Puran Kumar, a 2001-batch IPS officer, has sent shockwaves across the administrative and police departments. The officer reportedly shot himself in his official residence in Sector 11, Chandigarh, on Tuesday afternoon. The case has taken a significant turn with the recovery of both a will and a multi-page suicide note from the scene, which reportedly names senior officials and details years of alleged professional stress and harassment.
The Scene of the Incident and Key Evidence
The Chandigarh Police were alerted to the reported suicide around 1:30 pm on Tuesday. Senior officers, including the Superintendent of Police (SP) and a Central Forensic Science Lab (CFSL) team, immediately reached the official residence.

Location of Death: The officer’s body was found in a basement room of the house, with a fatal bullet wound to the head.
Method: Puran Kumar is believed to have used his service gun. Police sources suggest the officer deliberately went to the basement, which was reportedly soundproof, after instructing his security personnel to leave.
Recovered Evidence: The police seized the service gun, electronic devices, a will, and a nine-page suicide note. The entire scene was photographed and video-graphed for forensic analysis.
Suicide Note Allegedly Names Senior IPS Officers
According to police sources, the contents of the recovered nine-page note are central to the investigation.
Contents of the Note: The suicide note reportedly expresses profound dissatisfaction with his job, alleged discriminatory treatment, and sustained mental harassment over the past few years.
Naming Officials: Crucially, police sources reveal that the note names one current IPS officer and two former IPS officers of the Haryana cadre, suggesting their alleged role in his distress.
Implication in Corruption Case: A new dimension to the case is the recent registration of a corruption-related FIR against the gunman of the officer’s former Rohtak Range IG post. Sources indicate Puran Kumar feared he might be unjustly implicated in this case, adding to his mental anguish.
The Chandigarh Police have stated that the investigation is being conducted from all angles, and the contents of the suicide note and the will are currently undergoing forensic verification.
Post-Mortem Awaiting Wife’s Return from Japan
Mr Kumar’s family, including his mother, in-laws, and younger daughter, are currently at his residence. However, his wife, Amneet P. Kumar, a senior Haryana-cadre IAS officer, was not present at the time of the incident.
Wife’s Status: Amneet P. Kumar, an IAS officer of 2001 batch from Haryana cadre, who serves as Commissioner-Secretary of the Civil Aviation and Provident Fund Department, is currently in Japan as part of a state government delegation led by Chief Minister Nayab Singh Saini.
Post-Mortem Schedule: The police have confirmed that the post-mortem, which will be conducted by a board of doctors, has been deferred and is scheduled for October 8th, upon the return of his wife from her official trip.
A Career Plagued by Disputes and Allegations
IPS Kumar, originally a resident of Andhra Pradesh, had an illustrious but reportedly controversial two-decade-long career. He was known as an honest and disciplined officer but was frequently embroiled in disputes with the administration and senior officers.
Recent Transfer: The officer had been on leave since his transfer on September 29, 2025, from IGP (Rohtak Range) to IG at the Police Training Center (PTC), Sunaria, Rohtak. Sources suggest he was deeply upset by the transfer, viewing it as an “administrative insult.”
History of Conflict: His service history includes –
- Filing complaints under the SC/ST Act, alleging religious and caste-based harassment.
- Initiating action against the unauthorized construction of a temple in the Police Lines, which led to an administrative inquiry against him.
- Filing multiple complaints against a senior IAS officer, alleging harassment and insult.
- Accusing the government of ignoring his complaints because he belonged to the SC category.
- Returning his official vehicle in 2024, alleging discriminatory vehicle allocation among IPS officers.
The investigation will now focus on corroborating the claims made in the recovered suicide note against the backdrop of the officer’s tumultuous service record.
