Ranchi: The Government of Jharkhand presented the ‘Abua Dishom Budget’ for FY 2026-27 totaling ₹1,58,560 crore, focusing on inclusive, sustainable, and welfare-oriented growth. The budget was tabled by Finance Minister Radha Krishna Kishore in the Assembly.
The government emphasized its commitment to ensuring development reaches the last person and improving the quality of life for citizens across the state.
Education Sector Gets Major Boost
The budget announced several initiatives for education:
- 100 new CM Schools of Excellence to follow CBSE curriculum starting 2027-28.
- Establishment of an ideal school for martyrs’ dependents.
- Baba Bhimrao Ambedkar University to be set up in Chatra district.
- Five new girls’ residential schools, including two in Dhanbad and one each in Palamu, Latehar, and Garhwa.
- Early and secondary education allocation: ₹16,251.43 crore.
- Higher and technical education allocation: ₹2,564.45 crore.
Healthcare and Medical Initiatives
Significant focus on health sector:
- Special ₹200 crore provision for cancer treatment facilities.
- Target to open 750 new “Abua Davakhana” health centers.
- Total health sector allocation: ₹7,990.30 crore.
These measures aim to improve healthcare access and quality across Jharkhand.
Women Empowerment and Social Security
The budget strengthens women and child welfare programs:
- Mahila Kisan Khushhali Yojana with ₹25 crore allocation.
- Maaniya Samman Yojana providing ₹2,500/month to women aged 18–50, with an allocation of ₹14,065.57 crore.
- Total Women & Child Development budget: ₹22,995.69 crore.
- Sarvajan Pension Scheme: ₹3,517.23 crore.
- National Pension Schemes: ₹1,463.58 crore.
Additionally, initiatives support women’s cooperatives and promote local products under the “Palash” brand with ₹66 crore funding.
Agriculture and Rural Development Focus
The government highlighted efforts to strengthen agriculture and rural livelihoods:
- Birsa Seed Production Scheme: ₹145 crore.
- Soil and water conservation projects: ₹475.50 crore.
- Solar-powered irrigation: ₹75 crore.
- Agriculture equipment distribution: ₹80 crore.
- Abua Housing Scheme: ₹4,100 crore.
These initiatives aim to modernize farming, enhance productivity, and improve rural living standards.
Tourism, Infrastructure and Development Projections
The budget includes provisions for tourism, infrastructure, and other key sectors:
- Focus on roads, urban and rural infrastructure, and basic services.
- Tourism and cultural promotion supported with targeted investments.
Growth and Fiscal Outlook
- Projected GDP growth for FY 2026-27: 6.90% (constant prices), 10.03% (current prices).
- Debt-to-GSDP ratio expected to remain stable around 25%.
- Budget size increased by ~9% from FY 2025-26, reflecting strong focus on inclusive and sustainable development.

CM Hemant Soren and Finance Minister Radha Krishna Kishore emphasized that the budget focuses on reaching every citizen, strengthening education, healthcare, women’s empowerment, agriculture, and rural infrastructure while promoting tourism and culture, ensuring holistic development across Jharkhand.
